Dear Siletz Tribal Council:
This is being sent in hopes of in
troducing the Native American men
here, who represent many area Tribal
Nations, and to ask you to extend our
invitation to the upcoming pow-wow
sponsored by the Snake River Cor
rectional Institution on June 25,
2006, through your tribal papers.
This event is one of the few re
minders for these men of their heritage
and though provided with a monthly
sweat lodge ceremony, there are far
too few reminders and no others of
this magnitude. Roughly 130 inmates
will participate in this event.
We hope that with community
support, with your support, we can
make this an annual event that gives
these men something to look forward
to each year. Maybe we can help
them get on a good track, going to
pow-wows and ceremonies, in here
and then when they are released, in
the community.
This invitation is for the commu
nity at large, but especially for drum
groups and dancers of all styles. We
ask that dancers and drum groups
notify us ahead of time of what
kinds of things will be brought in,
so Security staff can prepare.
We’ll have a giveaway and a meal
will be provided to everyone attending.
Some regulations must be fol
lowed to participate, but they aren't
too way out if you know about them
ahead of time. The most important are:
•
•
Firearms are not permitted any
where on DOC property - includ
ing the parking lot.
All guests must have a back
ground (LEDS) check by this
state agency and cannot currently
be on probation or parole from
any state or the federal system.
A LEDS form will be forwarded

to those requesting one. All re
quests must be received 30 days
before the event - May 26, 2006.
All guests must pass through a
metal detector before entering
the institution.
No cameras and/or recording
devices permitted from the
community.
No blue denim (jean) clothing
(pants, skirts, shorts, tops, shirts,
etc.)
Dress non-provocatively (clothes
that are not either too tight or too
loose or that show off too much)
No political and/or explicit
slogans (profanity, sexual
references, gang-related, anti
government, etc.)
Inform the institution if you
have special medical needs be
fore coming so accommoda
tions can be made (wheelchairs,
medications, etc.)
Shorts and skirts must be at least
I inch below the knee when
standing.
Keep jewelry to a minimum.
Just keep in mind that you will
be entering a correctional setting
and should think conservatively
about how you present and con
duct yourself.
Above all, have fun!
This may seem intimidating at
first, but the staff and inmate popu
lation realize that your participation
is important to the success and con
tinuation of these kinds of events.
We’ll all do our best to make this
experience as pleasant as possible
and make you feel welcomed.
Thank you for your time, con
sideration, and action. See you on
June 25, 2006!
In spirit,

March 4
having a mini building boom on the
coast - construction costs are up be
cause contractors are busy.
“We couldn’t have anticipated the
many factors that are driving up the
cost of construction right now. We have
put years of time and energy into rais
ing the money for our new building and
we’re determined to raise the additional
funds needed to see this project through!”
The group made some cost-cutting
changes to the library plan and went out
for a second bid in February. Local
contractors have shown an interest in
bidding this time. Hopefully we’ll get
the right combination of raising more
funds and getting a lower bid.
The new library building will re
place the old A-frame building that has
housed the library since 1984. This
building was originally constructed as
a Jaycee’s clubhouse and has no foun
dation, insulation, or ventilation sys-
tern. The plywood sides, sup-
ports, and roof are rotting.
The library started with
a donation of 500
books and has
since
at Canyon Way Bookstore in Newport,
The Tilting Teapot in Depoe Bay, Bob’s
Beach Books in Lincoln City, Pirate’s
Plunder in South Beach. Little Chief
Restaurant in Siletz, and the Logsden
Store in Logsden. Tickets also are avail
able from any SVFOL board member.
Free birthday cake will be served
in honor of the library’s 52nd birthday
and gourmet food and beverages do
nated from area merchants will be of
fered at additional cost. Gift baskets will
be raffled or offered for silent auction.
Anyone who can show they were
born on the day the library opened,
Feb. 2, will be admitted free to the event.
A free book bag stuffed with goodies
will be awarded to anyone who can
prove that they were born on Feb. 2,
1954, the year the library opened.
SVFOL has traditionally celebrated
the birthday of its library with the com
munity, offering an open house, re
freshments, and entertainment. This
year, the group decided to make it a
fund-raiser for its new library project
and invite everyone.
Last fall, the group reached its
fund-raising goal and went out for bid,
believing that it had enough money to
go ahead with the building process.
The bids that came in were much higher
than anyone anticipated; all bids were
from out-of-town contractors.
“Costs of everything have risen
due to the demand for materials be
cause of the hurricanes,” explained
Sally Jennings, SVFOL president.
“Transportation costs are up and we are
grown into a very crowded facility with
about 15,000 items available for check
out, three public-access computers, and
one staff computer.
The Siletz Library is a member of
the Central Coast Resource Sharing
Network and patrons can access books
from the other 14 libraries in the sys
tem as well as through the worldwide
lending system, OCLC. Books from the
Siletz Library also are loaned through
out both systems.
The design for the new library con
sists of a 4,200-square-foot building with
a 600-square-foot program room that can
be accessed after library hours. The plan
also includes a children’s area, a small
study room, an adult reading area, and
space for six public-access computers.
“The Oregon Coast Aquarium has
been very generous to offer the use of
their facility for this fund-raiser so the
small town of Siletz can start building
a new library before the present one
falls down!” stated Sandy Bowe, post
master of the Siletz Post Office and
chairperson of the event.
“We hope everyone will come and
enjoy the turtle exhibit, the music,
dancing, and great food! We will have
some outstanding raffles for themed
baskets donated by local folks and a
silent auction for some really unusual
items. Come celebrate the 52nd birth
day of the Siletz Library with us!”
For more information or to donate
food or items, please call Bowe at
541-574-1020 (evenings) or Jennings
at 541-444-2687.
