Volunteers are needed to serve on
the Citizen Review Board (CRB) in
Lincoln County. The CRB, which meets
in Newport, Ore., is recruiting citizens
who are concerned about the welfare
of children and families in Oregon.
The CRB is a program of the
Oregon Judicial Department and it
reviews cases of children in the custody
of the Department of Human Services
(formerly CSD) and Oregon Youth
Authority (OYA). The children are in
foster homes, group homes, and
residential treatment facilities.
It’s especially important that the
Lincoln County board have represen­
tatives from the Siletz Tribe since many
cases of tribal member children are
reviewed by the CRB in Lincoln County.
The board reviews the plans for each
child, identifies the needs of the children
and families, and makes recommenda­
tions to the Juvenile Court, DHS, and
OYA. The board ensures that children
receive adequate services from the state.
The chief justice of the Oregon
Supreme Court appoints the board
members, who serve two-year terms.
Board members agree to participate in
16 hours of training before serving (plus
ongoing annual training) and review the
case materials before each review.
Members participate in fact-finding at
the review by interviewing the
caseworker, family members, and other
interested parties who are invited to
attend the review.
The board also develops a summary
of the review with findings and
recommendations, which is sent to the
Juvenile Court and DHS or OYA. All
information it handles is confidential.
It also makes recommendations to
Juvenile Courts, DHS, OYA, and the
Legislature concerning services,
policies, procedures, and laws that affect
children, youth offenders, and families.
The Lincoln County board has two
half-day boards that each meet once a
month to review cases. One Lincoln
board meets on the Wednesday after­
noon that precedes the fourth Thursday
of each month (this is usually the fourth
Wednesday, but not always) and the
other board meets on the fourth
Thursday morning of the month.
Knowledge of or interest in foster
care and child Welfare is desired. A
board member cannot, however, be an
employee of DHS or OYA or any
private agency regulated, certified,
directed, or licensed by DHS or OYA,
nor can a board member be an
employee of a Juvenile Court or the
Oregon Judicial Department. Members
must be either residents of Lincoln
County or work in Lincoln County to
serve on the Lincoln County CRB.
