needs of these “outside” members. This was a conscious planning effort to address
the needs of our members.
I am not taking lightly the suggestion that the council’s planning process be
systematized and refined. It’s worthy of serious council attention. For the last
two years, we have been able to provide some health care for members outside
the service area.
Another candidate expressed concern about the role of the General Council.
The responsibilities and authorities of the General Council and the Tribal Council
are specifically spelled out in the tribe’s Constitution. Whether the issues involve
taxation, the electoral or judicial process, or gaming, the ordinances governing
them and the process by which they were adopted are set forth in the
tribal Constitution.
A need may exist for more intra-tribal communications so our members fully
understand not only what the ordinances mean, but also are involved as ordinances
are considered for adoption. Sometimes, as in the case of the election ordinance,
it wasn’t so much a concern over the ordinance itself, but that the election results
did not go the way the person wanted. Here too, however, I believe this candidate’s
concerns are worthy of attention.
Finally, as one candidate put it, the Tribal Council “can’t forget our tribal
sovereignty - whether ... local or national... the council must stand strong against
those who would destroy us. We must continue to fight for our inherent rights.’’
I am proud to say that our Tribal Council has stood by this principle and am
confident the council, going into the year 2002, will continue to fight to preserve
our sovereignty.
