SIHA Looks at
Transition
by Elena L. Bassett
SIHA Executive Director
In June, the Tribal Council passed a
resolution to move the Siletz Indian Housing
Authority (SIHA) under the jurisdiction of the
tribe. The NAHASDA Committee has the
responsibility of planning for this transition
process, which becomes effective
Jan. 1,2001.
Many questions need to be answered
prior to actually entering into the transition.
The first major question is calculating
construction costs and program expenses,
which are considered pass through, in order
to calculate the indirect cost. Once this
figure has been determined, the tribe will
decide to proceed with the transition or
rescind the resolution and SIHA will
continue business as usual.
If it’s determined to proceed with the
transition, policies must be revised, SIHA
ordinances dissolved, and CTSI ordinances
adopted as replacements. Other issues to
Teacher Robin Limbed (I), Brenda Robertson (standing), and Trisha Warren (r) help
children at the art easel and sensory table during their first day at the Siletz Tribal
Head Start classroom in Siletz.

City of Siletz Signs Police Agreement
The city of Siletz signed an intergovernmental agreement in early August, outlining
police services that the Siletz Tribal Police Department will provide.
Prior to the final signing, the Siletz City Council authorized Mayor Dan Rilatos to sign
the agreement once all issues relating to insurance coverage were resolved.
The Confederated Tribes of Siletz Indians Tribal Council also signed the agreement,
which was developed to provide services to tribal residents who live on and off
reservation lands.
Once the department is fully staffed, three police officers will provide services in the
community of Siletz.
