The Confederated Tribes of Siletz
Indians has named Christine Steinbach as
interim general manager at Chinook Winds
Casino & Convention Center.
Steinbach replaces former general
manager Gordon Dickie, who submitted his
resignation in July to accept a position with
a major Indian casino in New Mexico. In
addition, Jim Lorson has been named
assistant interim general manager.

marketing manager at Chinook Winds for the
last two years. She has a background in
media relations, advertising, special events,
trade shows, and television and video

and PR in Seattle; president of Bradley/
McAfee Public Relations in Anchorage,
Alaska; vice president of Operations for

and director of Operations for Broward Yacht
Sales in Ft. Lauderdale, Fla.
Lorson entered the gaming industry in
1985, joining Chinook Winds in March 2000
as games director. He has been employed
by the Gold Strike Hotel & Casino, Whiskey
Pete’s Hotel & Casino, Buffalo Bill’s Hotel &
Casino, and most recently, the Stardust
Hotel & Resort, all in Las Vegas.

claimed Siletz Tribal Council members’
acceptance of complimentary meals and
admissions to entertainment events at
Chinook Winds constituted an improper use
of net gaming revenues.
Tribal attorney Craig J. Dorsay pointed
out in his letter to the commission that the
allegations are an “intrusion into business
decisions of the Siletz Tribe’s gaming
operation.” He pointed out NIGC has no
authority to regulate tribal gaming operations
under the Indian Gaming Regulatory Act
(IGRA) or the agreement between the tribe
and the state of Oregon for operation of
Chinook Winds Casino.
“Furthermore, the NOV 00-09 is based
on incomplete and unaudited information,"
noted Dorsay in the tribe’s official appeal of
the violation notice. “As a result of the failure
