Kaitlyn Christine was born Dec. 16,
1999, arriving at Pacific Communities
Hospital at 12:30 a.m. Proud parents are
Jeanna Harrington and Padro Pacheco
of Newport. She weighed 6 pounds, 2
ounces, and had lots of dark hair.
Grandparents are Kathryn and Gary Dick
of Newport; an auntie, Jessica Werth; an
uncle and aunt, Jason and Melissa
Werth of St. Paul, Minn.; and an uncle,
Carlos Pacheco of Newport. Great-
grandparents are Eugene and Alice
Werth of Springfield. She also has
several great-uncles and aunties: Jessy
and Gloria Stott of Springfield, Jim and
Dana Werth of Junction City, Ted and
Cheryl Werth of Keizer, and Stan and
Pam Werth of Springfield. Cousins are
Lisa, T.T., Troy, Travis, and Nicholas.
Kaitlyn has been a delightful addition to
our families.

damages not covered by third party insurance shall be paid from the budget
of the tribal body involved with a claim made under this section.
(3) Reasonable attorneys fees and costs shall be awarded to the
prevailing party.
16.30. NOTICE OF CLAIM; TIME OF NOTICE; TIME OF ACTION.
(1) No action arising from any exercise of the powers of self-
government of the Tribe in violation of § 16.28 shall be maintained unless
notice of claim is given as required by this section.
(2) Notice of claim shall be given within one year after the alleged
violation of the persons rights has occurred.
(3) Notice of claim required by this section is satisfied by:
(a) Commencement of an action in tribal court on the claim by or
on behalf of the claimant within the applicable period of time provided in
subsection (2) of this section; or

Four Generations Together

Wanda and Bill Melton flew to
Dayton, Ohio, for their son Col. Mickey
Melton’s retirement from the Air Force.
They got to meet their grandsons-in-law
and their great-granddaughters. It was a
great program and dinner.
It was humorous at times, like when
the speaker was saying some of the
things Mickey could do after retirement.
Since he was a Siletz Tribal member, he
maybe could work for them but didn’t
know if he could since he was already
scalped. Had some emotional times
also, when they showed slides of his life
from a baby until now. Also, when his
daughter, 1st Lt. Jill “Melton” Eich, gave
her father his final salute. They all got to
meet family and friends they hadn’t seen
in years, and everyone had a great time.
Thank you, Denise and Mickey, for
making the Rilatos family reunion such
a fun day. Good food, kids playing,
sunshine, and all of us in one place,
laughing and catching up. Thank you for
all the hard work and planning.

(b) Payment of all or any part of the claim by or on behalf of the
tribal body at any time.
(c) A written notice of claim from a claimant or representative of a
claimant to the General Manager of the Tribe containing:
(i) A statement that a claim is or will be asserted against a tribal
body or an officer, employee or agent of the tribal body for violation of the
Indian Civil Rights Act, § 1.21 or§ 16.28 of the Siletz Tribal Code
(ii) A description of the time, place and circumstances giving rise
to the claim, so far as known to the claimant; and
(iii) The name of the claimant and the mailing address to which
correspondence concerning the claim may be sent.
(iv) Notice of claim shall be given by certified mail or personal
delivery to the General Manger of the Tribe only. A copy of the notice of
claim shall be sent by certified mail to the Chief Executive Officer of the
tribal body involved, if known.
(4) In an action arising under § 1.21 or § 16.28, the plaintiff has the
burden of proving that notice of claim was given as required by this section.
