Distribution of Net Revenues
Request for Recommendations
The Siletz Tribe established its gaming enterprise and
operates Chinook Winds Casino to generate revenues to
provide services to tribal members and their families, to fund
tribal government operations, and for other purposes specified
by the Indian Gaming Regulatory Act (IGRA). On July 16,1995,
the Tribal Council by Resolution No. 95-238 set forth the
following levels of distribution to these categories:

The Tribal Council of the Confederated Tribes of Siletz
solicits recommendations from tribal members on the specific
projects and program areas within the following broad
categories should receive funding from the gaming enterprise
net revenues. Please take a moment to share your comments
and recommendations with us.

General Welfare
Government operations refers to functions of the Siletz
Tribe as a sovereign nation, which differs from programs and
services conducted by a social service agency or organization.
Tribal government operations refers to functions unique to the
tribe as a government entity, i.e., Tribal Council, Tribal Court,
law enforcement, aboriginal tribal rights, preservation of
Economic Development '•
cultural resources, tribal government administrative functions.
General welfare refers to human or community services,
i.e., health, welfare assistance to elderly, services to children,
disabled, education, housing assistance, legal services,
employment assistance and training, etc.
Economic development refers to programs and ।
activities that promote the tribe’s economy, including business

enterprises, i.e., lumber mill, fish processing, retail shops,
hotels, restaurants, etc.

Investments refers to revenues used for land acquisition;
investments in stocks, bonds, real estate; etc.
Charitable purposes refers to donations to charitable
organizations, i.e., churches, Chambers of Commerce, Red
Cross, etc.
Each year, the ad hoc Revenue Sharing Committee holds
Charitable Purposes
meetings in the four area offices to seek comment from tribal
members regarding specific projects and activities within
these categories that should receive funding. These meetings
were held in February and early March.
