Tribal Council Response to May, 1998 General Council Concerns
General Council Concern: Tribal members
expressed their concern about the Tribe's hiring
practices. Tribal members should be in management
positions, but they should be afforded the'opportunity
to gain the experience and education in order to fully
perform all the duties o f the positions. The hiring
committees should receive training.
Tribal Council Response: Opportunities are in
place for employees to obtain training.
Management programs and business classes are
paid by the tribe.
General Council Concern: A tribal member voiced
concern about the Constitution being revised.
Tribal Council Response: - The Constitution
Committee is gathering all the input thus far to
be published in the tribal newsletter. The Tribal
Council is requesting more input prior to
initiating any referendum vote on the changes.
General Council Concern: Several tribal members
stated that their calls are being answered by voice
mail at the central office, and messages left to return
calls are being ignored.
Tribal Council Response: The acting General
Manager is being directed to assure that all calls
are to be returned immediately and that voice
mail will be used only when the employee is
unavailable. If there is continued lack of
response from any employee, tribal members
are requested to again inform the Tribal Council
of these incidents.

General Council Concern: A motion passed
(17-14) for the Tribe to pay the legal fees for the
Election Board for TC 98-02. A tribal member
suggested that the legal fees should then be
recouped from the individual Election Board
members, and that Nancy McCrary, Chairman

of the Election Board and a BIA employee,
should be held accountable for her actions in
infringing on the privacy of tribal members by
reviewing confidential records in her attempt to
verify signatures.
General Council Concern: A tribal member
questioned the Tribal Council regarding the
altercàtion that had occurred at Chinook Winds
on March 8 and their response after viewing the
surveillance tapes of the incident.
Tribal Council Response: TC 98-02 was heard
on June 20 by the appellate court. A decision is
expected within 60 days. At that time, the Tribal
Council will take action on.the motion.
Tribal Council Response: The Tribal Council
had requested to view the surveillance tapes,
but the Gaming Commission had denied the
request until the investigation was completed.
General Council Concern: A tribal member
was concerned that the current attorney firm
had filed the initial complaint in TC98-02 on
March 6, two days before the firm was retained.
General Council Concern: A tribal member
informed the Tribal Council that repairs and
maintenance at Chinook Winds are not
adequate. She said the HVAC system cost $4
million, much more than other systems because
of the stainless steel and chrome to prevent
rusting, but the dampers aie rusting. The copper
roof of the Casino has a lifetime warranty, but
birds are pecking it away. Also, the mirrors on
the ceiling shook during the pow wow.
Tribal Council Response: Chairman Duncan
assured the membership that Craig Dorsay had
filed the complaint on her behalf on March 6.
The Tribal Court Administrator has stated that
tribal members are welcome to review the court
documents.
General Council Concern: A tribal member
requested that insurance cards be made
available for all members.
Tribal Council Response: The Tribe has
recently changed to Blue Cross. Insurance cards
will be made available. The current pharmacy
cards are used for insurance verification.

General Council Concern: Tribal members ques
tioned the resolution passed in February, 1997for the
Tribal Council to be paid a straight 30 hours a week.

Tribal Council Response: Chairman Duncan
has talked w ith the acting General Manager,
Denis O'Brien, about the concern. He stated that
thé parts that are rusting were not included in
the agreement. However,: with the recent hiring
Of Tom Davis as the General Manager, the
concern will be brought to his attention for
resolution.

Tribal Council Response: Administrative staff
had recommended the change in the method of
pay in order to ease the burden of administra
tion. The recommendation was based on the
average of hours worked in 1996. The Tribal
Council has since passed a resolution to be paid
for actual hours worked.
General Council Concern: The future education
needs for our people was questioned.
Tribal Council Response: The Education
Committee is working on a Comprehensive
Education Plan. When the blood quantum was
lowered, there was no plan for the future needs
of the additional tribal members. However, as
part of the Gaming Revenue Distribution Fund,
education needs is a priority.

General Council Concern: A motion was made to
have our Tribe uphold a Drug Free Community. If
anyone is acting on behalf o f the Tribe under the
influence or use, they are subject to termination.

Tribal Council Response: The Tribal Council
wholeheartedly supports a Drug Free
Community. As to alcohol use, employees are
subject to tiie personnel manual, and the Tribal
Council is subject to the Coda of Ethics.
