his month has been especially
busy for the Tribal Council in
gaming issues. Besides a compact
negotiation session, we met with
other tribes regarding the Oregon
State Police (OSP) Indian Gaming
Unit. The OSP Indian Gaming
Unit is funded by thé tribes.
However, the state legislature
approves
the budget with
virtually no input from the tribes.
We are initiating a plan of action to
educate the legislature and the
governor regarding the inequity of
this process.
The
Affiliated
Tribes
of
Northwest Indians (ATNl) Mid-
Year Conference was held in
Portland on May 18-20. ATNI staff
and
board
members
were
disappointed in the low turnout of
tribal representatives, especially in
T
comparison ' ,to
the
Winter
Conference (which our * tribe,
hosted at Chinook Winds). The
Winter Conference, which usually
has poor attendance, had more
registered attendees than the last
annual convention!
Each year,- the third week of
May is, designated as American
Indian Week by the state of
Oregon. This includes a proclama
tion signed by the governor and
speeches by the chairmen of the
tribes in Oregon. This event was
scheduled for Thursday, May 21,
but Governor Kitzhaber was ill
and, because of the low attendance
and the weather, tribal leaders did
not speak as they had iff previous
years.
On May 22, it was my pleasure
to welcome the youth who were
attending the Oregon Native
Youth Council meeting at Chinook
Winds. My message to them was
to continue with their education,
not only in school but at home
with their parents and grandpar
ents, learning tribal traditions,
culture and history, so they can
walk proudly in both worlds.
On May 2 5 ,1 had the honor of
speaking at the Memorial Day
Ceremony in Siletz. We all thought
the weather was going to ruin the
ceremony, but we were able to
make
it
through
without
umbrellas!
There were many people who
worked hard to make the day a
momentous occasion. Special
appreciation goes to Pam Lane,
who coordinated the event. The
Sacred Lands Committee (Lillie
Butler, Agnes Pilgrim, Elsie
Bennet, Theresa Collins, Lisa
Brown and Robert Kentta, staff
rep) made a wonderful traditional
dinner of mussel stew, venison
stew and fry bread. Others who
participated are: Dancing Again

Harrington, who performed the
Lord's Prayer; Ed Ben, who gave
the Memorial Day address; Jessica
Werth, who played "Taps," and
the Honor Guard, led by Dub
Bellinger, Rod Ben, James Caba,
Wayne Case, Tony Martin, Jerald
Marzan, Kelly Mason, Phil Rilatos,
Sr., and Phil Rilatos, Jr. Wreaths
were presented by the Elders,
Wilma Strong, the Portland Area
Office and the Salem Area Office.
Other Tribal Council members
attending were Geneva Johnson,
JoAnn Miller, Clifford Case, Lillie
Butler and Denise Peterson.

honor our Warriors.
