S i le t z N e w s Employment Opportunities Page 10 C urrent C TSI Job Postings POSITION OPENING REVISED ANNOUNCEMENT DUE TO EXTENDED CLOSING DATE Position: Supervisor: Salary: Location: General Manager Tribal Council $65,000 to $70,000 annually Siletz, Oregon Position Summary: As the executive officer for the Siletz Tribe, the General Manager reports directly to the SiletzTribal Council, and directs the day to day operations of Tribal Government programs, services and enterprises. Broad areas of responsibility indude the management of fiscal operations, economic development, resources, contracts and grants, and personnel. This position is also responsible for establishing and maintaining effective relationships with other agencies and the general public. timber harvest forecasts, economic and fiscal studies, or federal regulations and policies; ability to explain such technical information to laymen. Ability to communicate dearly; both orally and in writing. Ability to develop and direct innovative tribal programs and services that meet the needs of tribal members. Ability to assist small groups and task forces in their deliberations. Ability to make independent judgments about matters that require managerial action and to identify and communicate policy questions that require Tribal Council direction. Ability to help Tribal Council formulate its policy decisions by providing necessary background information and by proposing alternative solutions. Must adhere to the same Code of Ethics as tire Tribal Council Members, and maintain the highest standard of moral and professional public image. OPENING DATE: 2/16/98 CLOSING DATE: 3/27/98 (Please call for possible additional extension if interested in application) POSITION OPENING Minimum Q ualifications: Bachelor's degree, in public or business administration, and at least five years of business management/ supervisory experience in a Tribal government and/or a tribally affiliated business organization. Job Title: Location: Supervisor: Salary: General Responsibilities: Within specific time frames develop and monitor long and short term program and financial plans, to reach Tribal goals and objectives for human and natural resources, and economic development. Develop and monitor organizational polices, practices, and structures that will enable Tribal government to achieve its goals and objectives. Develop and manage annual budgets for Tribal government operations, capital improvements, and economic development, to include maintenance of adequate financial arid program recordkeeping, and reporting systems. Maintain sufficient levels of personnel direction, supervision, training, and compensation to attract and retain capable personnel and to support Tribal employees in carrying out their tasks. Establish and maintain a workplace that is conducive to teamwork and collaboration, appreciation of diversity, promotes high levels of employee morale and productivity, and encourages employee growth and development. Establish long and short range goals for Tribal programs. Obtain and monitor contracts and grants that will enable Tribal government to achieve its goals and objectives. Ability to identify work that others should perform, to delegate responsibilities appropriately, and to assure that delegated tasks are carried out satisfactorily. Maintain effective working relationships among employees, Tribal members, and officials within Tribal government and outside interests; Identify and obtain funding resources for improving Tribal government services and for financing capital projects and Tribal enterprises. Identify and help eliminate administrative barriers in Tribal government operations. Develop and manage the implementation of Tribal enterprises and construction of Tribal facilities. Articulate Tribal policies and advocate Tribal goals and objectives as set by the Tribal Council, both inside and outside the Siletz Tribe. Other duties as assigned. Minimum Requirem ents: Bachelor's Degree in Planning, Public Administration, Business, or related field; and four years of experience in the planning field. Preference will be given to applicants with prior Tribal Planning experience. Ability to draft descriptive factual background memorandum or summaries. Includes technical writing and editing skills, with ability to apply those skills to a wide variety of projects. Demonstrated grant writing-, skills. Demonstrated’ analytical skills and creative ability. Ability to effectively coordinate people and projects. Ability to identify goals, objectives, and resources. Basic knowledge of planning in such areas as geography; economics, political science, engineering, architecture, sociology, economic development, and public administration. Ability to formulate and evaluate plans to reach goals and objectives. Working knowledge of computer word processing, spreadsheet, database, and presentation software. Must be a well organized self starter, with the ability to communicate effectively (orally and in writing) and to work well with others. Ability to relate the effect of planning decisions on the mission and goals of the Tribe. Desired Characteristics: Strong personal commitment to furthering the Siletz Tribe's ability to maintain its cultural identity, political autonomy, and economic self-sufficiency. Demonstrated understanding of the principles of federal Indian law; including sovereignty, the federal trust responsibility, tribal-state relations, and tribal self determination. Successful experience managing a complex public or private sector organization with diverse program responsibilities. Experience should include administering a budget, fiscal, human resources, information systems, and performance measurements in an organization of related size, scope, and program areas. Knowledge of federal and state programs available to serve the education, housing, health, employment, and social service needs of Tribal members. Willingness to listen to the ideas and opinions of others as part of the decision-making process. Ability to analyze complex technical reports and data, like construction drawings, Tribal Planner Siletz, Oregon General Manager $36,311 annually Duties: Advise and assist Tribal Administration and Programs to establish goals, priorities, policies, programs, organizations, regulations, and procedures in such areas as the pattern of land use, transportation, housing, utilities, public safety, health Services, social services, and economic development. Coordinate planning activities for, and between Tribal programs. This includes locating funding sources, assisting with preparation and submission of grant applications, and budget preparation. Also includes providing technical assistance and final review of grant applications submitted by Program staff. Maintain an overview and evaluate policies and planning activities. Make appropriate updates or suggest other approaches. Establish and carry-out economic development strategies. Monitor Tribal planning documents, such as the Comprehensive Plan, Reservation Plan, and Transportation Plan to ensure that goals and objectives are being met. Collect, assemble, and analyze data and prepare appropriate reports. Identify problems, participate in Tribal meetings to plan innovative new programs that will improve economic and living standards for the Siletz Tribe and its members.
