The budget exceeded the growth limits and the council has drawn down on the fund. I was told that had the fund gone untouched, it would have reached $9 million in today’s market. STEDCO had set forth a good plan. I oppose bringing S III A under the council. It has shown tremendous growth as an independent entity. It began with a 39-home development in 1989, and in eight years grew to 52 homes, 51 apartment units, 75 rental vouchers and certificates, and another 21 homes in development. The council should revise its Ethics Ordinance to have more teeth. At a minimum, it should require informing the general membership of its hearings - the allegation, the findings, and the resulting decision. It might also include an independent board to hear ethics complaints. It would act as a lower court and decisions could be appealed to Tribal Court. Similarly, I would like to see a Grievance Committee to hear employee appeals. This committee could be formed from a random pool of employees. It, too, would sit as a lower court and be subject to tribal court review. At no time would these grievances go to the general manager or the tribal council. Again, the goal is to keep the politics out of the decision-making. I also oppose a recent change and an upcoming proposed change to our hiring policies. Recently, the manual was changed to allow the general manager to override the hiring committee’s recommendations. A proposal to change the Indian Preference policy will allow the committee to hire a non-tribal member even when a tribal member qualifies for the job. This would always be at the discretion of the com m ittee. It will allow personal or political views to govern hiring. It will allow the committee to pick and choose when it exercises this discretion. I do not agree with the current practice to compensate council at a salaried rate with fringe benefits. I think that was an invalid action as the council Rules & Procedures Ordinance states members are only compensated for hours worked (not 30 hours regardless of actual time put in). Ensuring health and retirement benefits for nine council members, without first addressing health care needed by members outside the service area, does not seem just. Finally, it is way past time to activate the Revenue Sharing Committee, formed over a year ago. This group needs to begin meeting to determine ways casino revenues can be distributed to benefit tribal members. The committee should be representative of the membership, including elders, someone who advocates for youth needs, and those members residing outside the 11-county service area (about 940 members, or almost a third of the membership). I will not say that my solutions are the best, and only, solutions. But, I hope to work with eight other council members to find better answers to our problems. And, I cannot guarantee that the direction I support will happen. But, I will bring these issues to the table and vigorously advocate for improvements. Please entrust me with your vote.
