Mr. Barnard inukr* bis reply by number, in tbr same order that Mr. Hlmrp iniide hia rhurgra. Ilia reply in ns follows: First In regard t«> th«' Pacific high way being <le*igaated an u market r«m«l. No laaid money was voted for this highway and, aa the ureeaaary ex ja'iiae* absorbed prnetieally all of the general fund, it ia necessary to eon- aiiler the Pacific highway a market road and it has hern considered aa iirh by the state highway roniinisaion uud the |*i*t eouiity court, ua money wu« hudgeted for thia road from the market road fund for the prone nt year by the former court. I did not like the idea inyaelf of using market road money on the Pacific highwny, but think we are fully justified in doing ao when wo eoaahlcr th*' returns. For lestanee, our total cooperation ou the highway of about .V) miles, when it ia rompleted, including three overhead crossing* and the two large bridges at Cottage Grove, will be ubout ♦200,000, aa compared to nearly ♦1,900,000 aa the «la te ’* part. “ Heroml Regarding thr roatl super inteiaieat. When 1 eame into office, while 1 Ihuuglit we needed someone to lake general supervision over the work ■Iniif by the large outfits, 1 was not iiltogr'her sali-fiid that it was ner«*n- *»ry to |Mty the wage* whieh hail been I wi it! during war times, but agreed to keep the roatl anpcriiitf nde nt six imuith* with the provision that i f it Were neressary, we would routiuue thia uiiili'ratanding during the year. On Jitaunry 5, 1021, I made the fo l lowing motion: "T h a t road district« la1 divided na they are nt present, Mr. liarlow keep ing the di*l rirta whirh hr already ha*, including No, 71, which was newly organised; Mr. Hhnrp taking atiprrvi- Kton o f district* formerly handled by Mr. Hpencer, rnrh party having ron- trol of their district* and the ex penditure of roatl district amt s|aarial road ilistrirl money nml selecting their own |Kitrolmt'ti, taking rompk-lr charge o f all tlistrict jolts; work dom* with other money, thnt ia, general road, market rand, nml motor lirtatm*, under the Supervision of the roatl *uperin- tend, til as instructed by the eounty court. “ This was endorsed by a majority o f thr rourt, but Mr. Sharp refused to abide by it. This rom|*'L* the road superintendent tn do a great deal o f work Ihnl should be dtaie by the rom- mission«r, anti takes linn away a large (•art of tlie lime from the ilireet super vision of the work under his charge ami, undoubtedly, in my mind, puts tbr rounly to a great deal of extra expense. “ Third— Thr motor vehicle law pro vides, first, the payment o f interest on bonds ami then on the bond* them *clv,.t or on the state roada. I think our laimls rail for a tli reel tax to pay for them ua they become due after :>|.plying, o f course, the motor vehicle license money. I would like very much lo set* a sinking fuuil, even though -innll, but wo must remember that we are getting large cooperative returns now winch wo might not be able to secure nt u later date. “ Fourth— At tho last meeting o f the legislature a bill was introduced ami endorsed, I think, by all the loxne county legislators, which would compel county courts to turn buck to munici |uilities 70 | nt cent of all tax money raised by them for road pur|K».*es. This was op|Mi.*ed by reprasentative* from different grange* uud several o f the county courts, including the Lane county court. The bill failed but it was pinnued to bring it hack with a good chance of it* passing, and wo thought best to compromise, which we did, on 40 per cent. “ Fifth — Economy. The question o f economy does not appear to be taken seriously when applied to personal ex peases. It appears from tho clerk’s books thnt Commissioner Sharp’s ex it-uses for the past ten months nre considerably more than the combined expenses o f the other menitiors of the court. In cutting o ff the road work » e should try anil Im fair to all parties but we have different ideas o f the im- iMirtnneo o f different roads. For in stance, nt the budget meeting, a party o f business men came iu and asked for ♦ 70tK) for upper Willamette (in the t’nsende forest). Mr. Sharp made a plen for the money in their presence. Now, in the October 27 issue of The Guard, Mr. Hhnrp makes the statement, if I remember rightly, thnt he appeared lie fore the state highway commission ami that the commission promised to withhold action on designating the state roatl route known hs the Kngvne- Klorencc road to the «*on*t uutil after the Mapleton-Cushman road is built along the Hiuslaw river by the South era Pacific company. Thi* i* the same roud which the other members o f tho court have been trying to hnve the state highwny commission locate at once, so that we might get some money from the state anil forest service while it i* available, and wn think it i* just a* important ns a strictly tourist road. ’ ’ Star, Ore., Dec. 7.— (Hpceial to Th« Hentinel.)— Arthur HaUee has found that a mixture of chicken* and bobcats in not conducive to a multiplication of the chicken popula tion and that traps set for the bob cats nre wicked instrument* o f tor ture when they catch the finger of tlio owner of the trap and of the chicken*. Mr. Malice has both a ls>beat bide nml a badly damaged finger aa the result o f the depre dations of bobcats and his efforts to rati h the depredators. 'Three bobcats hnve been killed by Mr. Hn licit within a fow weeks. Two were caught at their nefarioua work of picking out tender springs” in brand daylight. The l rd worked under cover of dark n at« and was taken in a trap. The dog found the entrapped varmint, entered into uo altercation with it uud was badly scratched before the owner ended the argument with a bullet in u vital part o f the var mint. One o f the cats was killed while engaged in a vnia attempt to induce u mother hen to part with noiue o f her young chicks. While Mr. Hullee was again set ting the trap for any moro o f the vnruimta which might locate his hicken coop, the trap was spruug with one of Mr. HaUee‘s fingers between the jaws. When the finger was extricated, the nail and a por tion o f the fl<mh remained ia the trap. HAND WINS FROM OLSEN IN SIXTY MINUTES Contender for World Wrestling Cham plonsbtp Uses Famous Toehold With Telling Effect. Ralph Hand, of this city, contender for the world's wrestling championship in the middleweight class, advanced another notch Muturiluy night by do feuting Thor Olsen, another contender uud one o f the best men iu the grime, iu one o f the fastest mutches ever seen here. The two hud met before iu a draw mutch and it hud been agreed that this oue should gc to a finish. However, liuud brought it to a close in just ua hour, getting the first fall in 48 minutes and the tw-coud iu 12 minutes. Both falls were by tbe toe hold, with wlin-b Hand is particularly adept. The first fall by this method so weakened Olsen that Hand had no trouble in getting the second fall in jig time. As tbe men appeared on the mat iii'ither seemed to have any great ad vantage over the other, although Olsen hud eight pounds the better o f it in weight. Olsen appeared over-confident as the match startl'd but after his defeat made a speech to the fans and haled Hand u* the coming world's mid dh-weight I'hnmpion. Thi* iiiutrh was once postponed be muse Olsen bee.-tme stormbound at lleppiier for four day* and rould not reneh here. On the second attempt to reach here he was just behind the re cent wreck at (Jclilo and was delayed 3ti hours, giving him little time here for training. In a preliminary match Ellsworth Da me wood won from Harry Cm me, getting two falls in 14 miuutes and 8 minutes. Ihtmewood wn* 2(1 pouuil* the heavier. Young Hackensehmidt and Fred Brown, loenl man, wrestled a fast ami clever ten minute exhibition. Jack Kulhauk put on an added a t traction, being sus|M*nded by his feet from the ceiling in n straight jacket, from whieh ho freed himself in three minutes. Sid Carter, of Kansas City, who re f ereed the matches, challenged Hand to a mutch, whieh probably will be ar ranged soon, ns did also Y'oung Hack ensehmidt, and the latter probably will be taken on first. Several other chal lenges have also been received by Band, some of w hich may be accepted. Both Carter and Hackensehmidt have met and defented some o f the best middleweight* in the game. A fa ir sized audience witnessed Sat urday night's card, a number being of the fair sex. Absorption Amount« to Reduction tn Rat« to Milis Located ou Thin Railway. Word to the effect that the Month era Pacific U about to publish rates whereby it will absorb the freight charge to Cottage Grave ou lumber from mills located ou the Oregon i'a eifie A Eastern railway, has inaiu n oiiveJ by K. This absorption will apply only to shipmeuts cost of Ogdeu. Ii will not apply to shipments along the Pacific coast, the railway company stating that it is now meeting water eompetitiou aud is not in a position to give what amounts to a reduction of already low rates.
