Washington, Oct. 8.— Developments which were declared to presage curly reduction in railroad freight rules mid n clearing of the railroad situation generally, came here today from sev eral tpiarters. Senator Cummins, nfter his confer cnee with the railway executives, said he believed they would adopt at their Chicago meeting his suggestions for an immediate reduction o f freight rates. No definite assurances to this effect were given him at today's conference, he explained, but he expressed the opinion thut the reductions would lx* made by the carriers voluntarily. The railway executives in the con ference included T. Dewitt Cuvh-r, representing a railway securities hold ers organization; Samuel Rea, presi dent of the Pennsylvania system; President Smith, of the New York Central; President Holden, of the Bur liugtoii; mid Julius Kruttschuitt, of the Southern Pacific. “ The railway executives,” said Sen ator Cummins after the conference, “ feel the only substantial way to re duce rates is to reduce wages. They also feel that the wage fixing fmic lions of the railroad labor board should bo transferred to the inter state commerce commission which has the rate making, or return, powers.” Senator Cummins said he did not gather the railway eveeutives favored complete Hindi-diluent of the labor Itonrd, but believed the same federal authorities whieh established rail rates or returns should also have power to establish wages.
