army officer* than aaked for by the
war department are provided by the
house army reorganisation bill, for­
mally presented by Chairman Kahn of
the military affairs committee.
Re­
ductions In the number of officers were
made tn every branch of service, but
the Hharpent cut wa* for the aviation
service, which received only 1154 of
the 4500 asked. In all, the department
sought 26,179 officers and the house
committee granted 17.820.
None of the various plans offered to
the committee* for reorganising tho
army was adopted by tho committee.
Instead the committee report a* sub­
mitted by Mr. Kahn, based on tho na­
tional defense act of 1916, was used
as the working basts, the new law be-

at the expense of the nationals of a
third power.”
President Wilson has made It clear
that he cannot accept the treaty of
London ax a basts for a settlement.
Under the premiers* propoaal. how­
ever, no effort would be made to
carry out the terma o f this treaty
until another attempt had been made
by the United State*. Great Britain
and France to arrive at a nettl«-m»-nt
should the proposed negotiation* be­
tween Italy and Ju goslavia come to
naught.

son’« view* with regard to the future
of the Albanian people and nay thpy
are willing to urge upon the govern­
