Judge Clin ton Hurd recently presented the publisher with a map showing the amount of land untaxed in the state and counties. A total of 64.9 percent of the land in Lane county Ls untaxed, principal ly because of the forest lands. Klamath county has an even high er percentage. Then* the federal and state owned lands amounts to 83.6 percent. The percentage o f lands by counties over the state runs well past the fifty percent mark from a low of about twelve percent to a high of 83.6 percent. In addition to this there are numerous pieces of improved property over the state that bears no taxes, including an inves- ment of several millions of dollars in the Eugene municipal light and power plant. And there are instances where buildings, the property of the state or religious or fraternal orders, which J Thls picture of a (IganU c F a n l-B u n ja n -s f-a -B rlU U i-s o ld irr. striding over the earth, loots like It might be a N a il nightmare, but it Isn’t. is making the owners good interest on the investment, but which Instead. The danger in public regulation of industry appears when it goes to extreme bounds. M. W. Clement, president of the Pennsylvania Railroad, touched on this during the course of a long ‘address. He s a id : “ The tendency of regulatory bodies has always been to slide away from th it which they were created to accomplish and to invade the domain of management, a field for which by reason of lack of knowledge and experience they are unfitted. , . . “ Every phase of national activity is gradually becoming subject to regulation. “ Law s are written, the motive for which Ls controlled, or at least very much influenced, by whatever particular phase of national thought happens to be in the political ascendancy at the time.
