MARKHAM, OIrsctor, American Petroleum Industries Committee Federal Gasoline Tax The chief factor In the estimated 9130,000,000 increase in the 1940 gasoline tax bill is the higher fed eral tax on gasoline. This tax, which was inaugurated by Congress in 1932 as a “temporary" measure, duplicates the taxes of the states. In 1939 the federal gasoline tax. collected at the rate of lc per gal lon. yielded approximately 9215,- 000,000 of revenue, or more than the total of all other manufactur ers’ excise taxes collected by the federal government. To provide ad- 4ttional revenue for national de fense purposes. Congress this year rncreased the tax rate to l ^ c per gallon, effective July 1. This In- rrease, It is estimated, will add «pproximately 955.000,000 to the -•ilon's 1940 gasoline tax bill dur- ng the last six months of 1940. Mr. Martin spoke on the Townsend work in Kansas, its rapid growth, his own club having nearly a thousand members. This increased use of auto mobiles by their owners ranks next to the factor of expansion in auto mobile ownership In [hishlng up gasoline tax collections to a record height. Total registrations of privately owned motor vehicles during the arat seven months of 1940 are esti mated at 30.950,000, as compared with 29,400,000 during the same period of 1939. Thia represents an Increase of car ownership of ap proximately one and one-half mil lion vehicles. It Is believed that auch expansion In ownership during 1940 has taken place largely among families with modest Incomes. Prob ably close to one million families with Incomes of about 930 a week, or less, have become car owners in 1940. Such families are purchas ers of used cars, which are avail able In large numbers at a wide scale of prices. Motor transporta tion Is available to all families ex cept those in the lowest Income groups. Increased business activity, auch as prevailed during 1940, tends to stimulate used car buying.
