BILLS IN LINE WITH GOV SPRAGUE S MESSAGE Cottage Grove and Eugene dele gations attended a hearing at Sa lem Monday evening on two school bills, the purpose of which as we understand would be to equalize the school funds in a more «?quitable manner and ta consolidate school districts where ever feasible. Local representa tives included Supt. H. B. Ferrin and Vinal Randall, Chas. Beidler and C. E. Umphrey, members of the school board. The local dele gation was not particularly con cerned with the bills, except to hearing the arguments for and against the measures. Two hours were given over to arguments by the proponents and opponents of the measures. The prop«>sals, said to be the most advanc«*d ever proposed in the history of the state educa tional department, were in line with the suggestions as outlined by Governor Chas. Sprague in his inaugural address. The bill known as the equaliza tion measure, would pool county school monies in the elementary school fund and would divide these monies on the basis of $1.- 200 per elementary class room unit and $1.440 for each high school unit fund with the objec tive of equalizing as far as pos sible the school funds over the county. The reorganization bill would provide a county committee, which would survey the school districts of the county and rec ommend consolidation of districts, wherever such consolidation might be feasible. A state commission would pass on the recommenda tion of the county committee where such recommendation might provoke a controversy. The trend of the two bills ac- co»*ding to Supt. Ferrin is for less school districts and more equit able distribution of funds. At the present time Lane county has 162 school districts. Engineers Continue Investigation of Local Dam Sites Work of further investigating the dam sites on Row river and the Coast Fork of the Willamette continues under the direction of the U. S. Army engineers. Office quarters have been <*stablished in the old post office building on Ninth street. A crew of twenty men is now on the job, putting in test nits on the Coast Fork and investigating the area at the Row river site for borrow pits. Preliminary tests at the Row river site revealed an unsatisfac tory condition with rerefence to the «*stablishment of footings for the prospective dam. Two cables will also be installed on the two rivers for measuring the flow of the respective streams. One cable is to be installed above the Walden bridge on Row river and one above the White bridge on the Coast Fork. The present work will consume from six weeks to two months, but might be longer if further ex tensive testing is neceisary. County Grand Jury To Convene Monday The Lane county grand jury will reconvene at Eugene Mon day to hear a number of criminal indictments, it was learned here yesterday. Five men arrested in the past few weeks waived grand jury in dictment yesterday and will be ar raigned in circuit court. All are expected to enter their pleas to day. Defendants are: L. M. Chap man, charged with drawing two bad checks; Otis Rust, charged with burglary; Ingvord Skovbo, charged with burglary; Clark Archer, charged with assault; William Howell, charged with robbery by force and violence.
