own affairs, but this w riter doubts
whether a single member was in
fluenced by money, and this opinion
is borne out by newspaper writers,
lobbyists and others who were pres-
ent during the session.
A noticeable thing was a lack of
forceful leadership,
outstanding
leadership. I t occurs to this w riter
that the high character of the mem
bership m ay have been responsible
for this apparent lack of leadership.
Men of the character of those who
made up both houses are men who
th in k and act for themselves. There
was not such a difference ln their
ability that any stood out head and
shoulders above others. I f the two
houses had been made up of 90 per
cent dumbbells, there would have
been leaders.
Among men such as these 53 days
were not sufficient for the develop-
ment of outstanding leadership.
W hatever the legislature did or
did not do, It did as good a job, or
a better Job. than its critics would
have done.
