who hail been visiting at the Butte
Mooney home for two weeks, re­
turned home last week.
Sterling Bolton was taken to a
Portland hospital Friday for an op­
eration for appendicitis. Mrs. Bol­
ton and children and Mrs. Mabel
Zucker accompanied him.
Mr. and Mrs. Joe Schntidor and
daughter Bernadine attended liter­
ary here last week.
Vera and Chester Scott, of the
Grove, spent the week end at the
W. A. Hemenway home and attend­
ed the literary, at which Miss Vera
presented a singing and dancing
number which was greatly appre­
ciated.
Miss Gladys Chapman visited Fri­
day with Miss Florence McFarland.
Mrs. Carrie Beaver and Mrs. Nel-
person, by S. M. Hansard, his
guardian, plaintiff, recovered judg­

Mrs. McCall, who is spending the
summer as companion to Mrs. June
Kile, went to the Grovo Saturday
to stay with the Wilson children
while their mother, Mrs. Sweet, at­
tends the Odd Fellows and Rebekah
convention in Marshfield this week.
Mrs. Kile is staying with her
daughter, Mrs. Amanda Sears, dur­
ing Mrs. McCall’s absence.
Mrs. J. A. Schneider visited with
Mrs. W. D. Heath Thursday after­
noon.
The neighborhood crew of men
which had been graveling the lane
which turns off at the Currin bridge
have completed the work, making n
good road of one that was almost
impassable during the winter.
Mrs. J. A. Schneider is raising
turkeys for the market and has 69
hardy little fellows running about.
The range on the Schneider place is
excellent for tnrkeys. Mrs. Schnei­
der made a good profit on a consid­
erably smaller flock last year.
Earl Elliott sustained the loss of
the fourth finger of his left hand
Tuesday of last week while em
ployed at the Josclyn mill.

Notice is hereby given that a special election will be held in the
City of Cottage Grove, Lane county, Oregon, on Monday, the 4th day
of June, 1923, for the purpose of voting on the following proposed
amendments to the Charter of the City of Cottage Grove:
NO. 1
Shall the Common Council be authorized to issue and sell Serial Bonds
in a sum not to exceed $30,000, to bear interest not to exceed 5 per cent,
to run 30 years, payable $1000 annually, for the purpose of building and
furnishing a City Hall and for no other purpose; also to repeal the au-
thority to issue $50,000 for an electric light system; and

Shall the Common Council be authorized and empowered to establish
one or more lighting districts for the purpose of _______

lighting facilities and make equitable collection of costs of same; and
NO. 3
Shull the Common Council be prohibited from the sale of any unit of
the municipal water system or the west side watershed without being
duly authorized so to do by a vote of the people of Cottage Grove.
The polls will bo open for the purpose of said election between the
hours of 9 o’clock a. m. and 12 o’clock in. and between the hours of
1 o’clock and 5 o’clock p. in. of said day.
The armory is hereby designated as the voting place in the First
Ward, and John W. Veateh as judge and Mrs. lima Beager and George
Hawley as judges and clerks of said election in tho First Ward.
The city hall is hereby designated as the voting place in the Second
Ward, and O. O. Veateh as judge and Mrs. Linnie Sterling and R. E.

“To the Hon. Homer Galloway, Recordor of the City of Cottage Grovo,
in Lane county,
_„ Oregon:
"We, the undersigned citizens and legal voters of tho City of Cottage
Grove, in Lane county, Oregon, respectfully demand that the following
proposed amendment to Section 1 of Chapter XI of the Charter of the
City of Cottage Grove • • • shall be submitted to the legal voters of the
City of Cottage Grove for their rejection or approval, at a special elec­
tion to be called and held for that purpose.
‘ * Section 1. The Common Council shall have the power to issue
coupon bonds of the city, not to exceed $159,009, running not more than
30 years, bearing interest at not more than 6 per cent per annum, prin
cipal and interest payable at such time place designated, sealed with tho
seal of the city, signed by the Mayor and attested by the Recordor, and
shall be sold at not less than par value to the highest responsible bidder,
after notice published at least once a week for at least throe successive
weeks in a newspaper published at Cottugc Grove, Oregon; provided,
however, that no bonds shell be issued by said Council unless authorized
by a majority of the electors of said city at an election held for that
purpose, the notice of which election shall state the amount and purpose
for which the bonds are to be issued; provided further, that no election
shall be called or held for the purpose of voting such bonds unless peti­
tioned for by at least fifty of the resident freeholders of said city.
“Provided, however, that in addition to the $150,000 bond indebted­
ness herein authorized, said Common Council are hereby specially author
ized to issue coupon bonds in n sum not to exceed $30,000, to bear inter­
est not to exceed 5 per cent, to run for n period of thirty yeurs and
payable $1000 tiunually for said period of thirty year«, the snid bonds to
be issued and used for the purpose of building and furnishing u city hall
and for no other purpose.
“That amendments to said Section 1 of Chapter XI, adopted by a
vote of the people of Cottago Grove at an election held September 22,
1909, and on September 6, 1921, be and they are hereby repealed.”

“We, the undersigned, citizens and legal voters of the City of Cottago
Grove, in Lane county, state of Oregon, respectfully demand that tho
following proposed amendment to the Charter of the City of Cottagje
Grove • • • shall be submitted to the legal voters of the City of Cot­
tage Grove nt a special election to be called for that puqiose:
“CHAPTER XU
“Lighting Districts
“ Section 1. The Common Council is authorized and empowered to
establish one or more lighting districts for the purpose of affording
better street lighting facilities for said district and said Council is nu
thorized to collect from the property in said district such portion of
the cost of lighting said district as may seem equitable.
“Section 2. Whenever the Common Council shall deem it necessary
and for the best interests of said city to furnish better lighting facil­
ities for any district in the city it shall establish said district by ordi­
nance, which said ordinance shall define the boundaries of said district,
the lighting system proposed to be established therein, tho cost of main
taining such lighting system and what proportion of said coat shall be
assessed to and collected from the property in said district and what part
thereof, if any, shall be paid directly out of tho genera) fund of the
city. Immediately upon the passage of such ordinance and its approval
by the Mayor, tne City Recorder shall give notice to property owners
in said district of such proposed establishment of such lighting district
and of the proposed levying of an assessment for the cost of such lights.
“Section 3. The notice mentioned in Section 2 shall be given to
property owners in the same manner as the notice provided in the
Charter of said City of Cottage Grove for street improvements.
“Beetion 4. The same remonstrance may be filed against such pro­
posed establishment of a lighting district and tho levying of assesHment
for the cost thereof as provided for remonstrance against street im­
provement and if no such remonstrance is filed with tho City Recorder
within ten days after the posting of such notice or tho first publication
thereof the Common Council is authorized to enter into a written con­
tract with any person, persons, firm or corporation having a franchise
for lighting the streets of said city, to put up poles, posts or other
structures or appliances for lighting tho streets in said lighting district
and shall determine and declare by ordinance tho proper and propor­
tionate amount of the cost of erecting such lighting system and the
maintenance thereof shall be assessed to and upon ouch lot, piece or1
parcel of land in said lighting district but tho assessment shall be based
upon the frontage of such lot, piece or parcel of hind abutting on
the street or streets proposed to be so lighted.
“Beetion 5. The assessment mentioned in Section 4 shall be for tho
cost of lighting said street in said lighting district for a period of ten
years «ind said assessment ordinance shall provide for the payment there­
of by the property owners of said lighting district in ten annual in­
stallments, each installment to be for one tenth of the cost of lighting
said district for said period of tan years and tho whole cost shall be
declared a lien upon said property from the time tho same shall have
been filed in the docket of city liens.
“Section 6. When the Common Council shall have passed tho ordi­
nance declaring a lien upon the property in said lighting district for
the cost of such lighting tho City Recorder shall enter the same in tho
docket of city liens in the manner provided herein for street and sewer
assessments and shall be collected and become delinquent in the samb
manner provided for street and sewer assessments.”
