The problem can only be solved by a thor ough discussion from nil angles. It is a new problem and no doubt many m istakes of judgm ent will be m ade during the experim ental stage of reg ulatioii, but if all w ill discuss it freely and w ith the same good intent th at characterizes Mr. M escher’s di cession, we m ay hope to arriv e some where. • • • Tin* C ottage Grove city council, and city councils of other cities, for all cities are attem p tin g to regulate the jitn ey , or soon will be m aking the at tem pt, have been som ewhat m isiind stood. It is the intent o f the C ottage Gro\ council, as it undoubtedly is of all other city councils, to m ake it as easy as invisible for residents of outlying com m unities to get into the city to d> their trailing, or to visit w ith us, for w hatever purpose they may wish to come. This fact could be easily dem onstrated by anyone who wished to establish a jitney line which would operate only w ithin C ottage Grove trad in g territo ry . It must be borne i mind, how ever, in discussing this sul ject th at the jitn ey lines are an m com m odation to a large num ber of oth er people besides those in whom wi have the interest th a t we naturally have in those whom we call our neigh hors an d business patrons. the ad d ition al am ount the jitn ey s found they would • have to charge. • • It seems th at there m ay be good reason why joy rulers, who are in many w ays a nuisance, should pay a fee just as well as the jitn ey s, which are m m any ways an acconiino- dation, but the policy alw ays has been to m ake pleasures cheap, while busi ness stands the whole bill. A joy rider who announced a d efin ite sched ule m ight come under the license law. A bus or truck which comes into the city only once in aw hile untl upon no j d efinite schedule will not be affected by the lirease law, any more than the joy rider who may v isit us only once or a few tim es. It will be readily conceded that no great harm could come should the di* 1 tn b u tio n of free (f) garden and | flow er seeds be done aw ay w ith. Those who would plant the seeds seat out I by the governm ent would not fail to put out gardens merely because they 1 had to buy the seeds. H undred* of thousands oi packages of seeds go to those who have no gardens or, having them , wish some other kind of seed. 1 or seed w hich they feel certain will produce w hat the label says it w ill j produce. P lanting cabbage seeds and gettin g parsnips, or p lan ting parsnip seeds and ! g ettin g dandelions is provoking, to say J the least, but just such unexpected things as these are said to have hap pi* ned. Home congressm en m ay d istrib u te these seeds from the most altru istic m otives, but it is no secret th at a large num ber of the congressm en expect par snip and dandelion seeds to produce good republican votes, or good demo cratie votes, as the case may be. Many congressm en go so fa r as to employ stenographers t»> get out neatly worded letters to go along w ith the seeds, such letters som etim es giving the im pression th at the w riter had spent most o f his spare tim e out w ith his hoe and sprink ler pot helping to pro duce the seeds which lie w i‘h such unction presents to his co n stitu en ts— at the expense of such constituents. The congress o f these U nited S tates has ju st ap p ro priated the sum of 000 w ith w hich to p erp etuate the free (f) seed hockus pneus fo r another season. Alm ost at the sam e tim e it turned down an appropriation of $50, 000 for the continuation of the forest iiirplnnc patrol. The products of the free seeds (if they grow an y th in g at all) are grown w ithin tw o or three m onths and then ¡ire no more. To grow forests such as those in Oregon requires hundreds of yea rs.
