At the April 1, 2019 City Council
Meeting:
Mayor’s Report – Mayor Rick Hobart
reported on the City County Dinner he
attended in Clatskanie, where he heard
a presentation on proposed development
at Port Westward. Hobart said he also
did a ride-along with the Vernonia Po-
lice Department which was very infor-
mative.

Council Approves Large Rate Reduc-
tion on City Utilities – Council ap-
proved a recommendation from the Rate
Review Committee which would add a
reduction in city utility rates of $22.66
to the proposed budget. The new rate
would take effect July 1, 2019 if ap-
proved in the budget process. (See full
story on front page.)
Council Approves Recommendation
for Public Works Inspector Position
– Council approved adding a new posi-
tion into the budget for a Public Works
Standards Inspector. The new position
would specifically inspect water and rain
drains, site drainage, and storm water to
ensure city code is being met during new
construction. City Administrator Josette
Mitchell said the position would be part-
time and would be paid for through in-
spection fees.

Vernonia Police Department responds
to calls that do not always end in Arrest,
Report, or Citation. 3/19/2019 through
3/31/2019 VPD had 248 calls for service.
Council several contractors and subcon-
tractors took part in a pre-bid meeting
for construction of the Senior Center/
Food Bank facility. Mitchell said bids
are due April 18 and she hopes to award
the contract by April 30.
Mitchell said the City has sub-
mitted their application for an Oregon
State Parks Grant to build a skate park
at Spencer Park. The total project cost
is $306,500, with the City asking for
$227,000 in grant funding and providing
$79,500 in matching funds and in-kind
donations, mostly contributed by the
Vernonia SK8 group.
Mitchell said the fence at the Ar-
chie Dass Dog Park is almost complete
and said she expects benches, signage,
and other amenities to be installed by the
end of April.
Police Department Report – Chief
Mike Conner was not present at the
meeting as he was celebrating the birth
of a new grandchild.
Council Meets in Executive Session –
After recessing to Executive Session un-
der ORS 192.660(2)(h) “To consult with
counsel concerning the legal rights and
duties of a public body with regards to
current Litigation or litigation likely to
be filed,” Council returned to Open Ses-
sion and took no further action, stating
the Executive Session was for informa-
tional purposes only.
City-Wide Clean-Up Day April 13
Vernonians are invited to help clean
up the community on April 13 from
8:00 am to 12:00 pm. Led by Mayor
Rick Hobart and The Green Team
(who will be giving out green T-shirts
all day) and other volunteers,
projects will be organized in several
locations. Just show up at one of the
following sites:
• Library Grounds - Spring Cleaning
• Dewey Pool – Flower Bed Sprucing
• Spencer Park – Garbage Clean-up
• Entrance Signs - Landscaping/

ROSE AVENUE SENIOR CENTER/FOOD BANK PROJECT
Notice is hereby given that the City
of Vernonia intends to contract
for the construction of the ROSE
AVENUE SENIOR CENTER/FOOD
BANK building, located at 547 Weed
Avenue, Vernonia, Oregon. Project
will be constructed under a single
prime contract.
The Rose Avenue Senior Center/
Food Bank project located in
Vernonia, Oregon consists of a
new 7,127 square foot, Type 5-B
construction, non-sprinklered senior
center and food bank building. The
Work includes the furnishing of labor,
materials, and equipment for the
construction of all work as described
in the Drawings and Project Manual
including, but not limited to general
construction, HVAC, plumbing,
electrical, fire protection systems,
installation of all owner furnished/
contractor installed items, and
final connection of all food service
equipment. The full extent of the
Work is described in the Drawings
and Project Manual.
Sealed bids will be received up
to the hour of 2:00 PM, local time
on April 18 th , 2019 by Josette M.
Mitchell, City Administrator, City
Hall, 1001 Bridge Street, Vernonia,
Oregon 97064. Any bids received
after the above specified time will
not be considered. The carrier,
including the United States Postal
Service, is considered an agent of
the bidder. NO faxed or electronic
bid submittals will be accepted,
under any circumstances. Bids will
be publicly opened and read at 2:15
pm in the Vernonia City Council
Chambers, City Hall. All bids must
be accompanied by a certified
check, a cashier’s check or bid
bond in an amount equal to at
least 5% of the total bid.
A Voluntary Pre-Bid Meeting & Site
Tour will be held on April 1 st , 2019
at 10:00 AM at the VERNONIA
CITY HALL, located at 1001 Bridge
St. Vernonia, Oregon.

Project Substantial Completion shall
be 292 calendar days after the
notice to proceed (NTP) is issued,
Project Final Completion shall be no
more than 30 calendar days after
Substantial Completion.

Prior to submission of its bid,
bidder must be registered with the
Oregon Construction Contractor’s
Board as required by ORS 701.055,
and thereby comply with the
requirements of ORS 701.035 to
701.55.
Bidders shall be qualified in
accordance with the applicable parts
of ORS 279C in order to submit a
bid for public works in Oregon.
Oregon Prevailing Wage Laws -
Contractor shall pay each worker
employed in the performance of the
work not less than the higher of the
wage rate for the type of work being
performed as set forth in either the
Oregon Prevailing Wage set forth
in the “Prevailing Wage Rates for
Public Works Contracts in Oregon”
or the applicable federal Davis-
Bacon Wage Decision.
Work under this contract will be
funded in part with Federal Grant
Funds from the Oregon Community
Development Block Grant (CDBG)
program.
