Sarah Bushore is a Partner- ship Specialist with the Census Bureau who will be working in Oregon during the process. She is currently visiting all the cities in Columbia County, explain- ing the importance of recording accurate data during the Census and encouraging communities to help make sure as many people as possible are counted. She stressed the importance of identifying community members who fall into “un- dercounted” populations, which include the homeless, senior citizens, and immi- grants. Bushore noted that federal funds are distributed geographically based on the number of people counted during the Census, which occurs every 10 years. More than $675 billion in funds is allo- cated annually to federal programs guid- ed by data collected from the Census process - funding that reaches almost ev- ery citizen in one way or another. Those programs include: Highway planning and construction, Federal Pell Grants, Medicare Insurance, Section 8 Hous- ing, Special Education Grants, National School Breakfast and Lunch Programs, Head Start, WIC, Rural Electrification Loans, Vocational Rehabilitation Grants, Federal Transit Capital Improvements, Adoption Assistance, Child Care and Development Block Grants, Water and Waste Disposal Systems in Rural Com- munities, Career and Technical Educa- tion Grants, Homeland Security Grants Programs, and Special Programs for the Aging. Responses to the Census are confidential and are protected by federal law and can only be used to produce sta- tistics. In 1982, the U.S. Supreme Court confirmed that even addresses are confi- dential and cannot be disclosed through legal discovery or the Freedom of Infor- mation Act (FOIA). In 2010, the U.S. Justice Department determined that the Patriot Act does not override the law that protects the confidentiality of individual census responses. No court of law can subpoena census responses.
