At the November 5, 2018 City Council
Meeting:
Council Approves Amending Zoning
Code – Following a Public Hearing the
Council voted 4-0 to adopt Resolution
918, amending Title 9. The amend-
ments do several things, including al-
lowing tiny homes (cottage homes),
adding street vacation criteria to the
City codes, and making several other
small changes to zoning code language.

Council Tables Spencer Park Trees
Decision – Council tabled a discussion
on purchasing more Memorial Trees to
be planted in Spencer Park until their
next meeting. The Vernonia Parks Com-
mittee had recommended that Council
approve the purchase of 20 more trees
to be sold to community members and
planted as Memorial Trees in the park.
The City already planted 20 Memo-
rial Trees there last summer. Councilor
Bruce McNair requested more time to
look at the proposed placement of the
new 20 trees.
City Administrator Report – City
Administrator Josette Mitchell told the
Council the storm water run-off issue
from 4 th Avenue has been resolved with
drainage work the City performed.
Mitchell told the Council that
the City has received an extension until
November 28 to file required paperwork
with DEQ to keep the local transfer sta-
tion open.
Mitchell told the Council that
the City has received the results of envi-
ronmental testing at the Greenman Field
Grandstands. Mitchell said no asbestos
was found in the roofing material and
said lead based paint was found on the
back wall of the structure, but not on the
tunnel, seating, and decking. The City
Council proposed a workshop with the
Grandstands Committee/Intercultural
Society of Vernonia to go over the re-
sults.

Helping Heat Homes: NW Natural’s
Gas Assistance Program Gives $150,000
This year, NW Natural cus-
tomers and shareholders gave more
than $150,000 to help pay for the heat-
ing bills of low-income families. For
the past three decades, NW Natural
customers and shareholders have rec-
ognized this community need by rais-
ing funds for the company’s Gas Assis-
tance Program (GAP).
“GAP was started as a way for
neighbors to help neighbors,” said Von
Summers, NW Natural community re-
lations manager. “We know the need is
out there, and we’re fortunate to have
the support of our customers in giving
this gift of warmth.”
Over the past 36 years, NW
Natural’s GAP has raised about $6 mil-
lion for community action groups that
distribute the funds directly to those
in need. NW Natural covers the pro-
gram’s administrative costs so that 100
percent of the funds are donated.
The new giving season is now
underway, and NW Natural sharehold-
ers will match the first $60,000 in con-
tributions to GAP. Tax-deductible do-
nations can be made via United Way
through August 31, 2019: https://con-

Donation funds are distributed
to community action networks, which
screen all low-income recipients. The
agencies receiving funds included
Community Action Team, Inc., Clatsop
and Columbia Counties.
