School Board Report
At the Special June 29, 2017 School
Board Meeting:
Board Approves OSCIM Agreement –
The Board met in a special meeting in
order to approved Resolution 1617-10,
authorizing the District to enter into a
grant agreement for the Oregon School
Construction Improvement Matching
(OSCIM) funds the District is eligible
for after passage of the School Bond in
May.
Board Votes to Support Kintz for
NWRESD Board – The Board also vot-
ed in favor of supporting fellow board
member Greg Kintz who is running to
represent Zone 4 on the North West Re-
gional Education Board of Directors.

Board Members Take Oath of Office
– New School Board members Stacey
Pelster and Melissa Zavales, along with
incumbents Susan Wagner and Brett
Costley, who were all elected in May,
took the Oath of Office at the start of the
meeting.
but was also moving forward with get-
ting bids for some repair work at the
Mist Grade School for the roof and gut-
ters so that work could be completed be-
fore the upcoming winter.
Board Hears First Reading of Head
Lice Policy – The Board heard the first
reading of Policy JHCCF which estab-
lishes how the District will deal with
students with head lice. The revised
policy establishes a standard for sending
home any student found with live head
lice while allowing staff judgement on
whether to keep students found with nits
at school. Superintendent Aaron Miller
told the Board this has already been the
strategy for dealing with head lice, but
now establishes it as official policy.
Board Responds to County Develop-
ment Proposed Land Use Changes –
The Board discussed proposed changes
to Columbia County land use regula-
tions regarding standards for marijuana
uses on unincorporated properties in
the County. Because School District
property abuts affected properties in the
County the District was invited by the
County to comment on the proposed
the 2017-18 school year.
Board Approves Meeting Schedule
– The Board approved the proposed
School Board Meeting Schedule for the
2017-18 school year. Regular board
meetings will continue to be held on
the second Thursday of each month,
with meetings scheduled for August 10,
September 14, October 12, November
9, December 14, January 11, Febru-
ary 8, March 8, April 12, May10, June
14, and July 12. Meetings will be held
in the Vernonia School Library, with
the exception of the October and April
meetings, which will be held at the Mist
Grade School. The Board also estab-
lished dates for three workshops on Au-
gust 31, November 30 and May 31. The
Board agreed to discuss board goals and
expectation for the Superintendent at the
August 31 workshop, and issues relating
the School Bond funds at the November
30 workshop.
Board Designates District Roles – The
Board accepted the following recom-
mended roles for the District: Aaron
Miller as Chief Administrative & Budget
Officer/Clerk, Custodian of Funds, and
Representative of Federal/State Fund
& Grant Applicants; US Bank & Gov-
ernment Pool as Depository of Funds;
Pauly, Rogers & Co. P.C. as District
Auditors; Brown & Brown Northwest
as Insurance Agent of Record; Garrett,
Hemann, Robertson, Jennings, Com-
stock & Trethewy, P.C. as Attorney of
Record; and Vernonia’s Voice as News-
paper of Record. The Board also set a
borrowing limit of $150,000.
Financial Report – Finance Officer
Marie Knight reported that the cur-
rent ending fund balance remains
above $300,000, which is good.

Board Elects Chair and Vice Chair –

by the Board to their positions.
Bond Update – Superintendent Aaron
Miller told the Board that the sale price
of the bonds would be established on
July 19 and the actual sale of the bonds
was scheduled for August 9. Miller said
the District was in the process of creat-
ing a Request for Proposal (RFP) for a
Project Manager for the overall project,

changes. Columbia County will hold a
public hearing and administrative review
on the issue on August 7. The proposed
amendments would establish rules for
marijuana growing or producing uses,
including the establishment of a 1,000
foot buffer from any school. Follow-
ing their discussion, the Board voted that
they had no objection to the proposed
amendments.
Board Establishes Substitute Teacher
Pay – The Board voted to establish Sub-
stitute Teacher Pay at $180 per day for

signments – The Board established
the following liaisons to District
Committees: Brittanie Roberts – Cur-
riculum, Susan Wagner – Safety, Brit-
tanie Roberts – Talented and Gifted,
Melissa Zavales – Positive Behav-
ior & Intervention Support (PBIS).

Superintendent Report – Superinten-
dent Aaron Miller told the Board that he
has submitted an application for the Dis-
trict to join SafeOregon, a safety tip ho-
tline that allows anyone to report safety
threats or potential acts of violence at the
school.
Superintendent Miller told
the Board that four students have been
hired for summer internships. This is
the fourth year the District has offered
student internships. Haley Lindsay and
Dustin Carreon will be working for the
District with the custodial/grounds de-
partment while Blake Clark and Ben
Fleck will be working with the Upper
Nehalem Watershed Council on summer
projects.
Miller said Jenny Williams has
been hired as the new Instructional As-
sistant at Mist Grade School.
Miller told the Board that work
continues on Holce Field, the new base-
ball facility on campus, while the dug-
outs at the Alumni Field softball facility
are being completed. Miller said both
fields should be ready for play during the
upcoming spring season.
Miller informed the Board about
steps the District is taking to offer the
Oregon Outreach program for students
with discipline problems at the Vernonia
Campus. Last year students in the pro-
gram attended classes in Scappoose.
