County to Close Anliker Road Periodically During Repair
Contractors to begin work on
storm-damaged gravel roads in
Shiloh Basin July 17
Damage to roadways in the
Shiloh Basin during winter storms will
be repaired this summer by contractors
hired by the Columbia County Road De-
partment. Flooding caused parts of An-
liker and Bishop Creek Roads to wash
away, and culverts on both sides of the
road to fail.
PCR, Inc. from Beaver Creek,
Oregon will begin work July 17 and will
continue through September. In addition
to repairing the gravel roads, the proj-
ect includes culvert replacement at four
sites, two of which will require complete
closure of Anliker Road. Full closures
will occur 2.70 miles from Meissner
Road from July 17 through August 4,
and at Endicott Creek, 2.20 miles from
Meissner Road from August 4 through
September 5.
Other repairs to roads in the Shi-
loh Basin, which is located north and
west of Deer Island, will not require full
closure. Anliker Road at milepost .65
near Meissner Road and Bishop Creek
Road at milepost .60 south of Nicolai
Road will remain open or have on-site
detours. Flaggers will be present to al-
low road users to pass at these loca-
tions.
PCR, Inc. will begin short dura-
tion closures starting July 3 to assemble
equipment and prepare the closures by
installing roadway signs and protection
equipment.
The project is being funded
through the Federal Emergency Man-
agement Agency. Columbia County re-
ceived nearly $6 million from FEMA and
the Federal Highway Administration for
damage during winter storms in 2015.
The county was allocated an additional
$2 million from the state of Oregon.
The county’s road department will use
nearly $1 million of those funds to make
road and related repairs at 40 locations
throughout the county. To date, nearly
75 percent of these projects have been
completed, with the remaining sched-
uled through 2018. The Shiloh Basin
project is budgeted at about $600,000.

County Planning Commission
Residents with interest in
land use and development
are welcome to apply
Columbia County is seeking an
interested citizen to serve on the coun-
ty’s Planning Commission. The com-
mission serves as the public hearing
body on land use issues in Columbia
County, and works in an advisory role
to the County Board of Commissioners
on comprehensive planning and devel-
opment ordinance amendments. Mem-
bers are citizens who assure the county
is meeting all state land use goals.
The seven-member commis-
sion is made up of residents who live in
various locations throughout the county.
Terms, which are staggered to allow for
adequate transitioning, are four years.
Though current commission members
reside in a variety of areas in the coun-
ty, to create a group that fully represents
the entire citizenship, a resident from
Vernonia would be welcomed.
In coordination with the coun-
ty’s Director of Planning, the commis-
sion also reviews development applica-
tions and makes recommendations on
amendments to the county’s long-range
Comprehensive Plan and its Zoning and
Subdivision and Partitioning ordinanc-
es.
“Ideally, we’d like to see appli-
cations from people who are interested
in balancing livability, economic devel-
opment and environmental protection
within Columbia County,” said Henry
Heimuller, Board Chair. He added how-
ever, that anyone interested in land use
issues is welcome to apply. Applicants
must live in Columbia County and may
not be employees, officers or agents of
the county.
Currently, the Planning Com-
mission meets the first day of the month
at 6:30 pm. Meetings are open to the
public.
The deadline to apply is July 21.
The application form can be found on-
line or at the County Courthouse, 230
Strand St. in St. Helens.
