On the Shelves

Summer Reading sign-ups are
coming up starting Monday, June
19 at the Library. For children, birth
through age 14. Receive a free book,
book bag, and Oregon State Fair
Tickets. Return time logs between
July 25 and August 12 to enter prize
drawings and earn free Oregon Zoo
tickets. Prizes include lego sets,
Regal Cinema gift cards, Barnes and
Noble gift cards, art set, magnet
building set, Marbleworks, Black Bear
gift certificate, and more.
Adults and teens can also
participate this year by writing book
reviews. Each book review equals
a chance to win a $25 gift card to
the R&S Market or a free drink at
the Black Bear. Books must be in
the Vernonia Library collection as
reviews will be added to our Library
Catalog to help others find a great
read.
Planning to leave Vernonia
to be in the path of the Total Solar
Eclipse on August 21, 2017? The
Friends of the Library will be handing
out free eclipse viewers at the Open
Air Market on Saturday, June 17, 10
am - 2 pm. Local eclipse experts,
Jim Buxton and CiCi Bell will be on
hand to answer questions. If you
miss the Saturday market, viewers
will be available at the Library
while supplies last. Viewers were
provided by Star_Net (Science and
Technology Activities and Resources
for Libraries).
The Library will be coming
to the Summer Meals Program
on Friday, June 23, 11:30 – 1 pm
with free books. Thanks to an
organization, All Together Now,
everyone coming to the Summer
Meals Program, ages 0 – 18, will get
to choose a free book. So make sure
to come and eat on Friday, June 23.
All Together Now provides a great
selection of books for children and
teens.
Thank you to the wonderful
teachers of the Vernonia Elementary
School for coordinating a Librarian
visit on June 6 and 7. I had an
amazing time visiting all eight, K-5
classes. It was a great opportunity to
tell about the Library and Summer
Reading and I look forward to
recognizing more young faces in the
Library this Summer.

Warren Easley is the author of the Cal
Claxton Mystery Series, featuring a
small town lawyer solving mysteries
throughout Oregon. Not Dead
Enough is set in 1957, during the
closing of the flood gates of the
Dalles Dam and the disappearance of
Celilo Falls. His latest title, Blood for
Wine, is set in Oregon Wine Country.

Oregon Author
Brian Doyle: 1957-2017
Farewell to my favorite Oregon
Author, Brian Doyle, who passed
away Saturday, May 27, at the age
of 60. Author of Mink River, Martin
Marten, and several other wonderful
titles. I will miss looking forward to
his next book. If you haven’t read
him before, or want to read him
again, please do.

State Investigates Ethics Complaint Against Mayor
from the other meetings referenced in the complaint
do not contain any disclosure of conflict of interest by
Mayor Leonetti.
According to ORS 244.020(1) “actual conflict
of interest” means any action or any decision by a pub-
lic official, the effect of which would be to the private
financial benefit or detriment of the person or any busi-
ness with which the person is associated. When met
with an actual conflict of interest an elected public of-
ficial must publicly announce the nature of the conflict
and refrain from participating in any discussion, debate
or vote on the issue.
A “potential conflict of interest” means any ac-
tion or decision by a public official, the effect of which
could be to the private financial benefit or detriment of
the person or any business with which the person is as-
sociated. When met with a potential conflict of interest
an elected public official must publicly announce the
nature of the conflict before participating in any discus-
sion, debate or vote on the issue.
The only difference between the definitions of
actual and potential conflict of interest are the words
“would” and “could.”
According to the report, “There appears to be
substantial objective basis to believe that violations of
Oregon Government Ethics Law may have occurred at
the City Council meetings on 2/3/17, 3/6/17, 3/13/2017,
3/20/17, and 4/3/17 when Mr. Leonetti...failed to han-
dle the conflict as required...”
There was no timeline provided for when the
Government Ethics Commission might return with a
final decision on the complaint.
