Vernonia City News...
At the June 5, 2017 City Council
meeting:
Council Adopts 2017-18 Budget –
Following a Public Hearing at which
there was no public testimony, the
Council voted to approve Resolution
04-17 and adopt the Fiscal Year 2017-18
budget.
Topics From the Floor – Richard Meyer,
Vice President of the Ridge Riders, had
questions about the procedures and costs
associated with restoring water service to
the horse arena area. City Administrator
Josette Mitchell suggested that Council
consider a reduced fee at their next
meeting on June 19.
City Recorder Stephanie Borst
read a letter into the record from James
Collins, asking that the $35 water re-
connect fee be waived due to unfortunate
circumstances. Council asked staff to
place the issue on the next meeting’s
agenda.
Leslie Siebert wanted to make
the City aware of a dangerous situation,
telling the Council that the wooden
bridge over Rock Creek on the Linear
Trail near Anderson Park is extremely

bicycle accident last Christmas. Siebert
requested the City take action to make
the bridge safer.
Richard Stein asked the City to
hold a public meeting to discuss plans
for replacing trees in the downtown
corridor.
Council Approves Several Library
Items – Library Director Shannon
Romtvedt brought several items to the
Council. Council approved a revised
computer and internet use policy, which
clarifies patrons’ agreements to terms of
use and limits use to one hour per day.
Council approved plans for the expanded
Food for Fines program, which will
make use of grant funds to allow patrons
to pay for damaged and lost materials.
The Council also approved Resolution
03-17, declaring certain property
surplus and authoring the sale of the
property.
Police Report – Police Chief Mike
Conner told Council his department is
not working on any significant cases,
but did congratulate Officer Cody

Council Approved Amended Master
Fee Schedule – Council approved
Resolution 15-17 to Amend the Master
Fee Schedule. The changes include
adjustments to the water rates previously
approved by Council that include
increasing the base water rate from
$24.50 to $29.30, reducing the Loan
Repayment Fee from $11.50 to $9.50,
and reducing the consumption charge
from $4.25/1,000 gallons to $3.00/1,000
gallons. Council approved the changes
unanimously with Councilor Bruce
McNair voting “yes” but expressing his
disagreement with Council’s decision on
how excess fees collected by the City
for repayment of the Loan are being
returned to the ratepayers. The revised
Master Fee Schedule also included the
Councilor Commends Staff for
Cemetery Work – Councilor Bruce
McNair commended staff, the Cemetery
Committee and the Council for the work
they have done to improve conditions at
the Memorial Cemetery.
City Administrator Report – City
Administrator Josette Mitchell updated
the Council on several current projects
she is monitoring, including the upgrades
at the Waste Water Treatment Plant, the
Rose Avenue Project, Nickerson Ridge
Estates, and Bear Creek issues. She
told the Council that construction of the
picnic shelter at Spencer Park should be
completed in the next few months.
