to  do  several  add  on  projects.  
Mitchell  said  projects  being 
considered  include:  paving  the 
areas  around  the  infrastructure 
buildings, installing monitoring 
wells that DEQ is requiring but 
will  not  pay  for,  fencing  the 
entire  facility,  riprapping  the 
edges  of  the  sewer  lagoons  to 
eliminate  wave  erosion,    the 
purchase  of  a  tall  ladder  for 
the inside of the facility, a boat 
to be used on the lagoons, and 
the  installation  of  a  floating 
ammonia treatment option.
 
Mitchell told the Coun-
cil the trailer at the Airport has 
been removed.

Council with minor updates on 
the  Rose  Avenue  Project,  the 
WOEC/Cougar  Avenue  land 
purchase,  California  Avenue 
development  project,  Noakes 
Road waterline project and the 
recording of the  Mellinger Wa-
ter Main Easement.
New High Water
Mark Sign
Dan Brown of Community Action Team’s Flood Recovery,
citizen Robb Wilson, and Mayor Randy Parrow were all on
hand on August 6, 2016 when the City unveiled the new
High Water Mark sign at the Corner of Bridge Street and
Washington Avenue. The US Army Corp of Engineers (Or-
egon Silver Jackets Team) installed the sign, identifying
the depth of water during the 2007 flood event at that spot.
The Oregon Silver Jackets Team is a subcommittee to the
State Interagency Hazard Mitigation Team and is dedicated
to developing comprehensive and sustainable solutions to
state flood hazard challenges.
Mist-Birkenfeld RFPD will be hosting its annual Community
Picnic on Saturday, September 10th at 1pm. Please bring your
family, friends and a side dish for an afternoon of food and
neighborly conversation. Mist-Birkenfeld RFPD will provide
BBQ chicken, pulled pork sliders and
hotdogs as well as coleslaw, baked
beans and cornbread. Random
door prizes will be given. We
hope to see you all there!

Cooperative Annual Meeting
Dear Member:
You are invited to attend the
annual meeting of the members of West
Oregon Electric Cooperative, Inc. on
Saturday, August 27, 2016 at 11:00 am.
The meeting will be held at the Cabin in
Vernonia, located next to Rock Creek in
downtown Vernonia.
The purpose for the annual meeting
is:
• To elect directors to serve three-year
terms for Districts 2 and 5.
• To hear and consider the reports of
officers and directors.
• To transact other business that shall
properly come before the membership.
The doors will be open at
10:00 am for registration. The business
meeting will start at 11:00 am. For your
convenience, vote-by-mail information
has been mailed to members. Please
fill out your ballot, and then follow the
instructions printed on the secrecy
envelope. Your ballot must be delivered
to West Oregon Electric BEFORE 11:00
am August 25, 2016. Ballots received in
unsigned envelopes will be disqualified.
By using the mail option, you
have consented to voting in this manner
for this election. If you do not use the
vote-by-mail ballot, you may cast your
ballot at the annual meeting. (You will be
given a ballot at the annual meeting, as
mail in ballots must be returned by Aug
25 th .)

Directions to the Cabin in Vernonia:
The Cabin in Vernonia (Scout
Cabin) is located in Hawkins Park about
one block north of the intersection of
Bridge Street (Hwy. 47) and Park Drive
in the heart of Vernonia. Look for the
West Oregon sign at the Rock Creek
bridge at milepost 62.3. The Cabin in
Vernonia is on the banks of Rock Creek.
Limited handicapped parking
is available at the Cabin in Vernonia. If
the parking lot is full, additional parking
is available at the parking lot located
on the corner of Adams and Maple
Streets, about two blocks south of the
Cabin in Vernonia. Street parking is also
available at the same location.
On The Shelves

I’d like to take a moment to thank the
businesses and organizations that supported the
library for the Jamboree parade and the booksale.
Thank you to the Friends of the Library for
spending hours (and hours) setting up, running,
and tearing down the booksale. The sale brought
in just under $1,000. Having a good group of
Friends is important for a library. And we are
definitely fortunate to have a hard working crew.
Thank you specifically to Roxana Sherman-Heath
for managing the booksale and coordinating
volunteers, and to Brady Romtvedt for hauling
countless boxes of books.
As to the businesses, thank you to Vernonia
Hardware for lending lumber for the weekend to
use as shelving at the booksale. And to the R&S
Market for donating candy for kids to throw at
the Jamboree parade. We had a great time on the
float!
And thank you to Vernonia’s Voice for helping
us spread the word about our fundraisers and
events.
Our Summer Reading program is wrapping
up and we are entering a few quiet weeks at the
library before school starts. We had 105 kids sign
up for Summer Reading this year and some great
events. Reptile Man drew a crowd of about 115
kids and adults. Not everyone stayed the whole
time, especially after the King Cobra popped its
head out of the box and was basically flung into
the crowd! However, it was an amazing show
that we won’t forget. Thank you to the Cabin in
Vernonia for hosting the event.
Just a reminder that the library is looking
for volunteers for the fall. Specifically, we are
interested in adults or teens to help run programs.
Kids and parents have expressed interest in
Lego, board game/chess, and other programs for
elementary age in the fall. If interested, please
submit a volunteer application at the library or talk
to Shannon, shannonr@vernonia-or.gov or (503)
429-1818.
Your input is appreciated as the library strives
to meet the needs of a dynamic community.

Library Volunteers: Library Board
The library has a seven member board that
meets monthly throughout the year to help the
library make improvements to services, update
policies, and make recommendations to City
Council. We are currently in need of a board
member. Applications are available at the library,
at City Hall, and on the City website. Library
Board has changed meeting times. Starting in
September, it will meet the 1 st Wednesday of the
month, 6 pm at the library.
