Meeting:
Council Adopts 2016-17 Budget – The 
Council  held  a  Public  Hearing  and  fol-
lowing  no  public  testimony,  passed 
Resolution 04-16, adopting the 2016-17 
budget.    The  budget  was  approved  by 
the  Budget  Committee  on  May  5  and 
amended before the adoption.  The total 
budget is for $9, 223, 456.
Council Gives Approval to Move For-
ward on Sewer Project – Council gave 
consensus  to  move  forward  on  the  full 
California  Avenue/Spencer  Hill  Sewer 
Project.    The  project  includes  installa-
tion of infrastructure to allow industrial 
development  on  private  property  along 
California  Avenue  and  also  reroutes 
sewage from the Spencer Hill neighbor-
hood to pump station 3 instead of send-
ing it across the Nehalem River to pump 
station  2  and  then  pumping  it  back  for 
treatment.   Staff told Council the infra-

It is time to stop playing with the 
people of Columbia and Clatsop County. 
Get some teeth and step aside. Natives of 
these communities have lived in an area 
that  flourished  with  timber  jobs,  saw 
mills,  pulp  mills,  plywood  mills  where 
thousands  of  people  were  employed. 
Now our resources that made us strong 
are  being  sent  to  China  and  the  result 
was the closure of all those mills and the 
loss of thousands of jobs.  
 
Now,  we  are  losing  access  to 
land we have enjoyed and respected for a 
hundred years, as the big Timber Giants 
and their bought and paid for politicians 
walk  over  the  top  of  us.  What  really 
upsets people is when a local politician 
like  yourself  “pretends”  to  care  and 
“pretends”  to  come  up  with  some  lame 
ideas that will do nothing. 
 
Brad, if you want the continued 
support  of  your  district  I  would  highly 
suggest  you  step  up  and  take  direct

Mitchell  told  the  Council  the 
City has had no further contact from the 
Nickerson Ridge Estate representatives.
 
Mitchell  told  the  Council  that 
bidding  on  the  trailer  at  the  Airport 
would end on June 10 and that the cur-
rent high bid was $3,600.  Following the 
close of the bidding it was reported that 
the trailer was sold for $10,500.
 
Mitchell told Council that plans 
are  moving  forward  for  construction  of 
a picnic pavilion at Spencer Park using 
materials  the  City  salvaged  from  the 
Washington  Grade  School  demolition.  
Design and engineering of the structure 
is nearing completion.
Topics From the Floor –  Jeff  Grant 
asked to discuss the reasons why he has 
been  trespassed  from  the  city  library 
property.    He  was  told  a  City  Council 
meeting  was  not  the  appropriate  place 
for  that  discussion.    Grant  was  encour-
aged  to  come  to  City  Hall  during  busi-
ness  hours  to  review  his  situation  with 
City staff.
