On the Shelves: What’s Happening at the Vernonia Library
New Program to Extend
Library Access Statewide
Continues to Grow!

Beginning  January  2013,  a  new  Oregon 
Library Passport Program began allowing card-holders 
from  participating  libraries  to  register  and  use  other 
participating libraries across the state.  Vernonia Public 
Library was signed up and an active participant from 
the beginning.
 
Here  is  how  it  works:  Oregon  public  and 
academic  libraries  opt  to  become  Passport  Program 
participating  libraries.    Their  registered  card-holders 
are  then  able  to  visit,  register  without  the  customary 
“out  of  area”  card  fees,  and  use  the  materials  at  any 
other  participating  library.  Their  home  library  card 
becomes  their  “passport”  or  ticket  to  registering  for 
library cards at other participating libraries throughout 
Oregon.  Patrons  are  responsible  for  managing  their 
checkouts,  complying  with  the  Passport  member 
library’s  policies  regarding  due  dates,  late  fees,  and 
materials limits, and must return materials directly to 
the library they borrowed from; there is no library-to-
library return delivery mechanism.  
 
So,  if  you  are  vacationing  at  the  coast  and 
need some beach reading, you can register for library 
cards in Astoria, Rockaway, Garibaldi, or Florence. Or 
perhaps  you  live  in  Vernonia,  but  work  in  Hillsboro, 
and want to use Hillsboro Public Library during your 
lunch hour.  No problem. In addition, Oregonians who 
are conducting research will be able to tap into the vast 
resources of academic libraries, including the Oregon 
State  University  libraries,  Oregon  Health  Sciences 
University  and  several  community  colleges.  The  key 
to the Passport Program is that you first need a library 
card from your participating local “Home” Library.
 
Passport  Program  details  can  be  found  at

of Participating libraries. The list continues to grow – 
there are currently over 100 participating libraries with 
Multnomah County being one of the newest additions! 
Additional  libraries  are  expected  to  join  throughout 
2013. 
 
Stop  by  the  Vernonia  Public  Library  if  you 
have  any  questions.    Not  a  patron  of  the  Vernonia 
Public  Library  yet?    Not  a  problem!    In  just  a  few 
minutes we can get you signed up!  If you are a resident 
of Vernonia, living inside the city limits, there is no fee 
for a library card.  The out of town user fee is currently 
$40.00 for a year.

WASTEWATER TREATMENT
PLANT PROJECT
WWTP COST ESTIMATE
The Wastewater Treatment Plant (WWTP)
facility improvements project cost estimate
is adjusted up to $6.3 million. The Flume
Improvement Project is complete with final
costs at about $300,000. The Biosolids
staging area small contract work was
completed at the proposed budget of about
$21,000 The staging area will be used
to locate dewatering centrifuges, pumps,
conveyor belt, scale, generator and a job
shack for the planned removal project. The
estimate for biosolids removal is firming up
at a base cost of about $800,000. The figure
may increase if there are weather delays
or if the amount of biosolids is above the
estimate. The estimate for the construction of
the pipe gallery, dike elevation and additional
constructed improvements remains as
estimated in the August 2012 Predesign
report - $4.52 million – this will be adjusted
by the end of the calendar year prior to going
out to bid. The City Engineer and City staff
direct construction management and over
sight expenses will be added to the total cost
through 2015.
BIOSOLIDS REMOVAL PLAN
Otak continues to work on elements of a
revised Biosolids Management Plan. We are
determining what our options are for opening
this up to bid in the next five months.

PARKS DEPARTMENT

IMPROVEMENTS AT THE
SPENCER PARK DEVELOPMENT
The COV Parks Committee and City Council
are working directly with the Vernonia School
District to secure a shared vision for how the
proposed specifications for the replacement
park will be achieved. The members of
this working group are coordinating with
a third party consultant, Pacific Sports
Turf, to provide additional guidance on
the compaction, percolation, soils mix and
seed type for the various use areas of the
replacement park. At this writing, PST has
received testing results from Carlson Testing
in Tigard; however, the City has not received
from the District their plan forward to meet

Summary: Juvenile found in possession of
less than an ounce of Marijuana. Report
referred to Juvenile court.

Violations: DUII and Reckless Driving
Summary: Police performed traffic stop on
Jefferson Ave. (Sentry Market Parking Lot)
During the traffic stop, suspect was found
to be driving while under the influence
of intoxicants. She was cited for DUII
and Reckless driving and subsequently
released to a responsible party.
Date: 10/21/13
Violations: Warrant arrest x2 and escape
Summary: Suspect was arrested on
Bridge St. near East Ave. Suspect had
two outstanding warrants, and attempted
to escape. He was taken into custody and
transported to Columbia County Jail.
Date: 10/21/13
Violations: DUII
Summary: Police performed traffic stop
around Rose Ave. near Clatsop St. During
the traffic stop, suspect was found to be
driving under the influence of intoxicants.
She was arrested/cited for DUII and taken
to Columbia County Jail.

Summary: Warrant served on Jefferson
Ave. Suspect was taken into custody and
transported to Columbia County Jail.
