Cultural Trust Grants Available
The Columbia County Cultural
Coalition (CCCC) is pleased to announce
that grant applications are now available for
projects that address the priorities identified
in the Columbia County Cultural Plan first
adopted in 2006 and updated in 2009.
The CCCC and its Grants
Committee are comprised of volunteers
from Clatskanie, Rainier, Scappoose, St.
Helens, and Vernonia. CCCC’s mission
is to encourage projects and activities in
the arts, local heritage and the humanities.
Priorities in the Cultural Plan are protecting
existing cultural assets, helping people
experience a variety of cultural venues, and
increasing access to and participation in
cultural events.
The CCCC has awarded just under
$70,000 with 52 grants awarded to Columbia
County cultural organizations since 2005
with funds allocated by the Oregon Cultural
Trust (OCT). Established in 2001, the OCT
is a public/private partnership that makes
annual grants to county and tribal planning
groups for cultural activities. The OCT
website, www.culturaltrust.org, contains
information about its programs and the
matching gift tax credit that is available to
donors.
Grant awards will range from $200
to $1,500; the amount of Columbia County’s
2013-14 allocation from the OCT will be
determined in early August. Applicants
must provide matching resources (in-
kind or cash) and must be 501(c)(3) non-
profit organizations or governmental units
within the county. The Columbia County
Cultural Plan and grant applications are

Applications must be postmarked by July
19, 2013, for projects that will be completed
between September 2013 and August 2014.

The Board of County
Commissioners will hold a public
hearing on Wednesday, July 10,
2013, at or after 10:00 a.m. in the
Commissioners’ Meeting Room,
Room 308, at the Columbia County
Courthouse, 230 Strand Street, St.
Helens, Oregon.

The purpose of this hearing
is to consider proposed rate
adjustments for curbside garbage
and recycling services by Franchised
haulers for residents and businesses
in rural Columbia County, effective
August 1, 2013. Affected customers
are serviced by Waste Management
in rural Scappoose area and rural
Vernonia area; Waste Connections
dba Hudson Garbage Service in rural
St. Helens and rural Rainier: and
Clatskanie Sanitary Service in rural
Clatskanie. These rural areas include
customers outside of city limits.
The proposed rate adjustments
also effect drop box services in the
aforementioned areas.

Columbia County Road
Department Begin Projects
Columbia County Road
Department is scheduled to be-
gin work on two road projects,
a Bridge Replacement at Fish-
hawk Lake and road construc-
tion on Nick Thomas Road,
beginning Monday, June 10th,
2013.
The Fishhawk Lake
Bridge replacement will take
approximately three months,
with completion expected by
September 30th.
During this time resi-
dents and homeowners should
expect to see an increase in con-
struction traffic and workers on
site. The bridge will remain one
lane during construction, but
drivers should expect delays.
The bridge will be completed in
staged construction with trans-
fer of traffic onto the new sec-
tion expected mid-August.
The replacement of the
East end of the lake crossing Fishhawk
Creek was awarded funding for replace-
ment in 2008. Funding was awarded
from the Federal Highway Administra-
tion and the project was designed and
will be managed by Parametrix of Port-
land. Construction contract was awarded
to Rotschy Inc. of Vancouver, WA.
Crews began preparing for the
first stage of the replacement on Satur-
day, June 1st. Users should expect delays
due to single lane traffic until completion
on September 30th.
Work will take approximately three
weeks on the Nick Thomas Road project,
with completion expected by June 27th.
During this time residents and homeown-
ers should expect to see an increase in
construction traffic and workers on site.
Nick Thomas was closed during
the winter of 2012, after large rainfalls
occurred in December, which caused the
roadway to slump. With the increase dan-
ger that a major slide would completely
destroy the existing roadway, County
Road Department personnel completed
an engineering evaluation of the slide
area, which was then monitored for much
of the year while the plans for repair were
completed.
Crews will begin excavation of
the loose slide material during the week
of June 10th. After excavation and re-
moval of the loose slide material, a drain-
age system will be installed to remove
water pressure from further eroding the
hillside. Crews will also place geo-tech
fabric over layers of rock to further sup-
port the roadway if moisture continues to
be an issue.
This is one of the largest slide re-
pairs completed in the County in recent
years. With many similar storm damage
repairs planned for the summer, Colum-
bia County Road Crews will have nu-
merous projects they will be working on
throughout the summer and into the fall
of 2013.

June 21 st marks the start of
the application process for families or
individuals that want to be considered
for buying an affordable home through
Columbia County Habitat for Humanity.
The required orientation/application
meeting will be held June 21 st at 7:00 PM
at Community Action Team located at 125
N. 17 th Street, St. Helens. The orientation
meeting will outline the family selection
criteria and process. Applications will
only be distributed at this meeting. Those
interested in applying for a home are
urged to attend.
The opportunity to apply for
homeownership is open to anyone in
Columbia County, however the homes
currently being built are located in St.
Helens. Columbia County Habitat
for Humanity offers 0% loans and
affordable monthly payments, which
make homeownership attainable for low-
income families. The selected partner
family will be required to volunteer 300
to 500 hours during the construction of
their home. CCHFH is seeking applicants
that earn 25 to 50 percent of the median
income for the county; have a reliable
source of income; and are willing to take
on the responsibility of homeownership.
