Operating Engineers Local 701’s “Rat Tracker” was parked in
front of the Modera Glisan Project at 1400 NW Hoyt Street, Port-
land, March 27 to protest the use of PeopleReady. Mill Creek
Residential Trust hired a nonunion temp service to operate out-
side elevators, instead of using skilled Operating Engineers and
apprentices. Mill Creek Residential Trust is a national company
that develops, builds, and operates high-end apartments. The
Modera Glisan Project is a mixed-use building in the Pearl Dis-
trict that will include apartments, retail, and office space. The
union’s “Rat Tracker” has also shown up at PeopleReady’s office
at 2718 SW Kelly Ave., Portland. “Cheaper is not always better,”
said Local 701 Business Manager Jimbo Anderson. “Peo-
pleReady got the job because it pays workers below area-stan-
dard wages and benefits. Shame on PeopleReady.”
