Catholic nursing home
will stop violating
workers’ rights
Maryville Nursing Home in Beaver-
ton has agreed to a settlement in a series
of charges brought by The National La-
bor Relations Board (NLRB) for viola-
tions of federal labor law during a union
organizing campaign by Service Em-
ployees Local 503.
Maryville is owned by the Sisters of
Saint Mary of Oregon.
The settlement resolves 11 counts of
illegal behavior detailed in a 12-page
complaint issued by the NLRB on April
20. The charges included threatening
employees with termination if they sup-
ported the union, engaging in surveil-
lance of employees’union activities and
disciplining employees in retaliation for
their union activity.
Union representative Penny Ruff said
workers were surprised by the aggres-
sive tactics used by their employer — a
Catholic nursing home that promotes its
religious mission and values.
Oregon Gov. Ted Kulongoski, local
legislators and even local Catholic
priests contacted facility management to
urge them to respect workers’ rights to
form a union. Despite the pleas, the em-
ployer’s behavior was so egregious, Ruff
said, that the NLRB postponed a union
vote scheduled for Dec. 1, 2006, con-
cluding that Maryville’s behavior had
poisoned the atmosphere so badly that a
fair election was impossible.
Ruff said the settlement will allow
employees to proceed with a union elec-
tion at the nursing home.
