Daylight savings ends
Daylight saving time
ends on the fi rst Sunday in
November – this Sunday,
Nov. 5 – when clocks are
moved back an hour at 2
a.m. local time (so they
will then read 1 a.m. local
standard time).
What does this mean for
travelers? It means po-
tential disruption to sleep
patterns which can result in
drowsy, inattentive driving.
Just last year in Oregon,
15 people died in crashes
involving drowsy driving,
up from nine in 2015, a 67
percent increase. It’s likely
that number is even higher,
as offi cials often don’t
know if drowsy driving
contributed to a crash.
Over the past fi ve years
in the state, 51 people died
in crashes where drowsy
driving was a factor: most
likely, those crashes could
have been avoided.
Drivers must use extra
vigilance this time of year
not only to avoid driving
drowsy but to watch out
for others because our days
are shorter – people on

bikes and on foot will be
traveling in dusk and dark-
ness, both in the mornings
and evenings.
TIP: Drivers should al-
low plenty of time to get
where they need to go, so
they aren’t in a hurry, and
be prepared to slow down.
TIP: Pedestrians and bi-
cyclists should wear bright
and/or refl ective clothing,
use refl ective gear and
lights, and watch out for
drivers who may not see
you.
Man pleads guilty to sex abuse
On October 30, 2017,
Cecil Ray Noble (dob
02-16-1947) of 29073 Rye
Valley Ln, Huntington,
Oregon pled guilty to two
counts of Sexual Abuse in
the First Degree and one
count of Public Indecency.
Noble was sentenced to 75
months with the Oregon
Department of Corrections
with 45 months post- pris-
on supervision. Because
Sexual Abuse in the First

Degree is a Ballot Measure
Eleven crime he will not be
eligible for good time.
Noble was charged with
touching two underage
girls on the buttocks in the
Huntington park on March
10, 2017. The two 75
month sentences were run
concurrent.
Noble also received an
executed sentence on the
public indecency charge.
Noble will be required
to complete sex offender
treatment and register as
a sex offender as part of
45 months post-prison
supervision.
That state agreed to run
the sexual abuse charges
concurrent so that the
victims would not have to
testify at trial which was
important to their parents.
The victims’ families were
very pleased with the result
of the case.
