A public hearing was
held in the matter of Order
No. 2017-138, Adopting
A Fee Schedule For The
Baker County Juvenile
Department. Martin
explained details regarding
the order, which includes
an increase in the detention
fee for The Dalles-based
Norcor Juvenile Detention
Center, from $165 per day,
to $180 per day, effective
July 1, 2017. The order
was adopted, with a mo-
tion from Bennett, and a
second from Nichols.

Appointing Members To
The Eastern Oregon Coor-
dinated Care Local Com-
munity Advisory Commit-
tee, was approved, with a
motion from Bennett, and
as second from Nichols.
Eric Griffi n, Aubreyanna
McCutchen, and Torie
Andrews were appointed,
their terms set to expire on
February 1, 2020.
During Commissioner
Update, Harvey discussed
details regarding the Tri-
County Weed Management
Area (TCWMA) “saga,”
which includes issues that
remain unresolved. This
is a program that origi-
nated in Baker County,
but through management
changes, was ultimately
headquartered in La
Grande.
Both Harvey and Bennett
said there were and are,
among other issues, a lack
in communication from
Tri-Co, a lack of Tri-Co-
associated staff in Baker
County, and concerns
about the benefi ts to the
County versus the funding
allocated, since most of the
work is performed here.
Nichols expressed concern
about being a member of
Tri-Co, since the County
isn’t receiving full ben-
efi ts, and Bennett said
that, by fall, if there’s no
resolution, the County will
consider withdrawal.
Harvey said that there
is no signed agreement
between the County and
Tri-Co currently, and
that he doesn’t anticipate
moving forward with the
partnership, unless the
issues with Tri-Co are
resolved. He said that he
wants to see staff here in
Baker provided by Tri-Co,
an idea that was inexplica-
bly rejected by Tri-Co, but
that a County employee
position could be created,
and direct grant funding to
the County sought, if all
else fails. He said that a
Tri-Co representative will
be here during the Wednes-
day, August 2, 2017 regu-
lar session to discuss an
agreement, but Harvey has
no desire to sign it, with
unresolved issues.
An invoice to the County,
from Union County, for
Eastern Oregon Coun-
ties Association (EOCA)
membership dues, in the
amount of $14,200, was
also discussed. Harvey
said he doesn’t see major
benefi ts from being a
member of EOCA, and
that the budgeted amount
for EOCA dues should be
$10,000, about which Ben-
nett also expressed confu-
sion, and Martin said she
understood the previously
approved amount to be
$10,000, during a session,
and that she will check the
session minutes.

Following college, Dale
joined the Navy and was
selected for Offi cer’s
Training School at the
rank of, Naval Naviga-
tor. During active duty,
he was stationed in Japan
and Alaska. Dale joined
the Naval Reserves and
was stationed at the Moffi tt
Naval Base in Sunnyvale,
CA, Alameda Naval Base
in Oakland, CA. Dale
also did two reserve tours
in Vietnam. Dale retired
from the Naval Reserves in
1978, holding the rank of
Commander.
After active duty, Dale
moved to California where
he worked briefl y in the
electronics industry before
working as a real estate
salesman. In 1965, he
purchased Dalton Realty
The
beginning is career as a
Real Estate Broker. Dale
moved from real estate
sales to investment real
estate in 1972 and was
recognized as an expert
in apartment acquisition,
fi nance, and sales. He was
one of the fi rst outside in-
vestors to see the potential
of the Portland Real Estate
market.
Dale’s true love, besides
his wife Nancy, was his
ranch in Halfway, Oregon.
He purchased his prop-
erty on West Dry Creek
Road in 1979 and added
other small ranches. Dale
divided his time between
California and Oregon
before fi nally moving to
Oregon full time so he
could devote his time to
his family and ranching
operation. Dale was very
active in the Halfway
Lions Club and Fair Board.
He will be remembered as
someone who would drop
anything to help someone
in need.
Dale passed away July 8,
2017 with his family by his
side. He had battled hard
against pancreatic cancer
for over 18 months. This
battle was a great gift to all
who watched this fi ght.
He is survived by his
wife of 55 years, Nancy
Denson; sister Irene
Graven; sons Brad and
Jeff, daughter Whitney and
six grandchildren.
