Harvey said, “That’s
my position because that’s
what my task was to do.
One other thing that both-
ers me is our Sheriff has
said he doesn’t need an
advisory board, part of the
reason we have advisory
boards is an outlet for the
public to come and be a
part of, air their concerns.
We have an adopted bud-
get that meets the needs
but now we are talking
where can we get more
money to do the same
thing.”
Downing spoke up and
said, “I do want to state
that I do work there (911
dispatch) as a reserve so I
see both sides of this. But I
am here tonight as the City
Mayor. I’m not here as a
reserve.”
City Council comment-

Councilor Abell feeling
The
Ash’s proposal provided
continuity and Joseph sat-
ing Sheriff Ash’s proposal
gives “the best service in
the meantime and gives us
the opportunity to evaluate
and make changes for the
future if we need to.”
Thomas also supported
Ash’s proposal “mainly
because the dispatchers are
behind it.”
Warner told Council that
a management agreement
could be crafted in a matter
of days and that he felt
with the start of the new
fi scal year days away time
was of the essence.
With four City Coun-
cilors present, quorum
requirements were met
for any voting the Council
needed to make.
Joseph made a motion
that the City and County
get together to draft a man-
agement agreement for the
Sheriff to run the dispatch
center. That motion heard a
second by Thomas.
Before being voted on
Abell added there had been
a lot of discussion and that
all discussions between the
City and the County had
been in good faith, and she
felt that should be noted in
the motion.
The motion was amend-
ed and before the vote
Harvey added, “It needs to
be perfectly clear that the
budget has been approved
and that those are the dol-
lars that you need to be
working with. The County
will not be coming up with
any more.”
Downing responded by
saying, “Yes. So noted.”
Councilors present then
voted unanimously in
favor of the motion.
The afternoon of Mon-
day, July 3, 2017 (the fi rst
business day of the fi scal
year) 911 Dispatch was
turned over to Sheriff Tra-
vis Ash for direction.
