The text explains, “The
Bakerites were all elated

cally devastated Baker
County and surrounding
area. Back in Baker for
the weekend, at a hastily
called meeting of a few
community leaders in ac-
countant Randy Guyer’s
offi ce, Mike gave a general
outline of the as yet unan-
nounced economic plan.
Among those present were
Peggi Timm, US Bank
manager Gary Schmitt,
Baker City businessman
Dick Haynes, Wallowa
Whitman National Forest
Supervisor Jerry Allen, and
accountant Randy Guyer.
Mike charged the group
with doing some brain
storming to come up with
a ‘fantastic’ proposal that
would meet the governor’s
criteria. He stressed this
must be an all-encompass-
ing regional opportunity
for long-term employ-
ment, not just a single
project. Mike remembers
Gary Schmitt suggesting
the possibility of doing
something centered on the
Oregon Trail.”
According to the text,
“The center was opened
to receive its fi rst ‘shake
down’ visitors on May 23.
BLM employees, Trail
Tender volunteers and
Oregon Trail Shop person-
nel, all dressed in period
costume, acted as greet-
ers, guides, and generally
added to the ambience, as
visitors thronged in. On
May 25, the doors were
closed until after offi cial
Grand Opening/Ribbon
Cutting ceremonies.”
Today, members at the
center continue to offer
guides and performances
in period costumes.

On the 26th of July in
La Grande, Oregon, Elsie
Irene Phillips was born
to loving parents Christy
Phillips and Alta Elise Por-
ter. She grew up in Baker
City and attended high
school in the old middle
school building.
Elsie married Jim
Hoffman on December
19, 1986 in Sacramento,
California and together
they raised their son Sam
until Jim's passing in 2003.
Elsie and Jim had four
children, three of which
passed away as infants.
She was a great wife and
mother who loved to
crochet, in her younger
years she was a very hard
worker.
Elsie leaves behind her
son Sam; two sisters Ida
(Susie) Phillips Folies and
Christa Phillips, and many
nieces and nephews.
She is preceded in death by
her husband, both of her
parents, three of her chil-
dren, and her two sisters.
Should friends and fam-
ily desire, memorial con-
