Bill and
Janis started
their lives
together
and were
blessed
with three

children;

John Arlen
Ryan born
on March 29, 1970, Nancy
Ann Ryan Haggard born
on July 26, 1972 and much
later on Brittany Marie
Ryan Conner.
Bill leaves behind his
wife of 47 years Janis
Ryan, his son John, daugh-
ter Nancy and her husband
Darryl Haggard, daughter
Brittany and her husband
Chris Conner. He is also
survived by his grandchil-
dren; AJ Haggard and his
wife Kristin, great grand-
child Rhys, JD Haggard,
older brothers Larry Har-
rison and his wife Phyllis,
and Veryl Harrison and his
wife Harriet. He also has
many nieces and nephews
he leaves behind.
He was preceded in
death by his older brother
Darwin Harrison, his
mother and father Jack and
Alta Ryan, and just three
days before Bill passed his
sister Mary Louise Ryan
Lindstrom.
Bill enjoyed hunting,
fi shing, and discovering
new roads to explore. He
will be missed for his
sense of humor and wit;
you didn't always know
whether he was serious or
just kidding.

Council unanimously
voted to approve the
SVCV’s proposal to run
the Flea Markets.

Clarke stated he would
like to start a street main-
tenance fund for buying
gravel, grading roads,
plowing snow and the
like. Woolf said she and
Bookkeeper Kathi Vinson
have been discussing using
part of the 3% cannabis
tax to go into the street

said that certain people
had brought animals,

fund. They are hoping
revenue sharing through
the state will allow them to
put in another $8,000.
Wise asked what will
happen if they don’t get
that much. Jenny Long
stated that based on current
sales, the City will receive
at least that much. McKin-
ney said the City received
confi rmation that they
are good to go with the
ordinance passed regard-
ing the cannabis tax. She
doesn’t know if the City
will receive anything this
year because there were no
cannabis sales in 2016.
Clarke stated the squir-
rels at the Grounds are out
of hand and he’d like to
fi nd someone to take care
of the problem. There was
much discussion regarding
poisoning versus shoot-
ing. Karen Peters said
she doesn’t think shoot-
ing them will suffi ciently
take care of the problem.
Others mentioned concerns
with poisoning and po-
tential effects on pets and
birds. Clarke stated he’d
like to see the issue taken
care of before the next Flea
Market.
Public Input
Myrna Clarke asked
about Resolution 2017-4,
on prohibiting marijuana
growers in Sumpter. McK-
inney explained there is a
public meeting on April 20
at 6 p.m. Woolf clarifi ed
that testimony must be in
written form and must be
at City Hall by 5 p.m. that
day.

The Board discussed
some general 2017-2018
budget concerns with
Cook, PILT (payment in
lieu of taxes) and budget
carryover issues being two
of the top priorities for her,
she said.
In discussing these and
other concerns, Ben-
nett said that, as it stands
now, there would be a 7%
decrease in PILT funding
from last year’s amount.
