Sumpter declares
emergency

However, declaring an
emergency is the fi rst step
in potentially accessing
available funds.
According to the Emer-
gency Declaration Guide-
lines for Local Elected and
Appointed Offi cials, avail-
able at oregon.gov, “A state
of emergency is usually
enacted by a Governor’s
Executive Order, which
establishes directions to,
and expectations of state
agencies to use available
resources to assist local
communities and alleviate
disaster conditions.”
The document also
states, under “Local Dec-
larations,” “the declara-
tion of a local emergency
can be the fi rst step in
requesting state resources
from the Governor. Local
requests for state assistance
must include: the type of
emergency or disaster;
the location(s) affected;
deaths, injuries, popula-
tions still at risk; the cur-
rent emergency conditions
or threat; an initial estimate
of the damage and impacts;
specifi c information about
the assistance being re-
quested; and actions taken
and resources committed
by local governments (city
and county).”
Clarke confi rmed that
City recorder Julie McKin-
ney has been in contact
with someone at the State
level and they are sending
her the necessary paper-
work to start the process.
Looking forward, Clarke
said they are in the same
situation as Bend, Red-
mond, Portland, and other
cities which are running
out of funds and waiting
to see how the rest of the
winter develops. Unlike
some other areas, Sumpter
has not had any collapsed
roofs yet. Clarke said there
is a local crew of young
people making themselves
available quite reasonably
to remove accumulated
snow from roofs.

house with concerns—
someone has been feeding
out alfalfa along Highway
86 from Keating along to
Oxbow.
Harvey said that the feed
can kill the deer and is cre-
ating a hazard to oncoming
traffi c.
