LOCAL ADVISORY COMMITTEE REVIEW
OF AG WATER PLAN
The Powder/Brownlee Local Advisory Committee
will be meeting November 16, 2016 from 2 p.m.-4
p.m. to review the progress of implementation of
the Agriculture Water Quality Management plan
for the Sub-Basin. The meeting will be held at the
SWCD offi ce at 3990 Midway Drive, Baker City
OR 97814. The public is encouraged to attend.

BAKER VALLEY SWCD MEETING
The Baker Valley SWCD meeting that was sched-
uled for tomorrow has been rescheduled for No-
vember 17th at noon, at the USDA Service Center
in Baker City.
CHRISTMAS BAZAAR
November 19-20. The “Local is the New Black”
Christmas Bazaar is an annual event that takes
place the weekend before Thanksgiving. Over 50
handmade, direct sales, and food vendors fi ll the
fairground buildings with items to help fi ll your
Christmas lists! Baker County Fairgrounds and
Event Center, 9 a.m.
VFW YOUTH SHOOT
November 19 at the VFW in Baker City. Open
to kids ages 10-15. Cost is $10 each. Grand prize
is a savage .17 HMR. Doors open at 7 a.m. and the
books will close at 11 a.m. Please have your child
registered early at the VFW, 2005 Valley. Bring
your own .22 open sight or borrow one of ours. Call

Nutcracker Night, Christmas Bazaar, November

City passed away at his residence

ber 7, 2016.
Libby was born April 15,
1922, in Alexandria, VA,
to James Arthur Pilkerton
and Mary Frances (Mollie
Robey) Pilkerton. She was
born an east-coast, city girl
but came west to live out
her life in Eastern Oregon
to a farm in Eagle Valley
and in Baker City. She
was a hard-working, little
lady with a sweet, gentle
soul who taught little
children in Sunday School
and Vacation Bible School
for years as a member of
the Richland Christian
Church and the Baker City
Christian Church, a great
cook who could drive
tractor and change irriga-
tion water, and later a cook
at Richland Grade School
and St. Elizabeth Hospital,
and a motel laundress.
She hosted a weekly,
home, Bible fellowship
for some 25 years and
remained very active for
her 94 years. She knitted
many scarves for distribu-
tion to shelters, enjoyed
crocheting and embroidery
work, reading, crossword
puzzles, huckleberry pick-
ing and making pies and
jam, canning, and spending
time with all the grand and
great-grandchildren.
She attended schools in
Alexandria but graduated
late due to spending sev-
eral months helping to care
for her best friend who
was dying of leukemia.
After graduation the family
moved to Washington, DC.
She was employed by the
Chesapeake and Potomac
Telephone Company
for four years, working
in Alexandria and then
transferring to Washington,
DC. She met Carl Adrian
Carnahan while he was sta-
tioned at Bainbridge, MD
with the US Navy. She in-
troduced Adrian’s brother,
Joe, to a co-worker and the
four became a very close
foursome. After Adrian and
Joe were discharged from
the Navy, the two gals
travelled by train to Baker
in February 1946 and a
double wedding followed
on March 5, 1946. Adrian
and Libby were married 61
years before Adrian’s death
on April 26, 2007. They
had celebrated their 50th
wedding anniversary with
a trip to Hawaii in 1996.
Adrian and Libby lived
and farmed in Eagle Val-
ley while raising three
children, Judy, Audri and
Jim. In 1972 they moved
to Baker City where Libby
worked at the hospital and
later at the Sunridge Inn.
In later years she enjoyed
several trips to Hawaii
and a very special trip to
Virginia in 2014 with all
three children.
She is survived by three
children: Judith Arlene
Meneghin of Beaverton,
Audrian Elizabeth Alsman
of Tigard and James Clay-
ton Carnahan (Brenda) of
Baker City; 5 grandchil-
dren, 11 great-grandchil-
dren, a niece, nephews and
cousins.
She was preceded in
death by husband Carl
Adrian Carnahan, her older
sister Dorothy Simms and
her husband Tom, her
parents, son-in-law Gerry
Alsman, step-great-grand-
son Cole Frieden, a niece
Donna Jane Carnahan and
nephew Duane Carnahan.
The family would like
to thank St. Alphonsus
Medical Center for the
professional, considerate,
and gentle care during
the last two weeks of her
time on this earth. For
those who would like to

HISTORIC HOMES TOUR
Saturday, December 10, 1-5 p.m. Included in this
year’s tour are several homes, and other historically
signifi cant or architecturally important buildings.
The emphasis of the tour is on the fancy parlor
where historically families always displayed their
most extravagant holiday decorations to impress
