MEDICARE CLASS
Saturday, August 13, 2016 at 2:00 p.m. Baker
County Public Library will host a free class about
Medicare. The two-hour course is provided by
expert advisors from the state offi ce of Senior
Health Insurance Benefi ts Assistance, also known
as SHIBA. Topics covered will include: - What is
Medicare? - Do I need both A&B? - Other insurance
options - Prescription drug coverage - Secondary
insurance - Financial assistance - Fraud protection -
Marketplace plans. In previous years, sessions have

SUMPTER VALLEY RAILROAD
STARLIGHT EXPRESS
Saturday, August 13, 2016. As darkness falls,
passengers are treated to a twilight trip up valley
for a complimentary cake and coffee dessert at the
Sumpter station. The return trip under the light of
the stars features the added bonus of the apex of the
Perseid Meteor showers, one of the most spectacu-
lar events on the annual cosmic calendar. The train
will arrive back at the McEwen depot shortly after

day June 30th at Driskill
Memorial Chapel at 2:00
p.m.; an interment fol-
lowed at the St. Andrews
Cemetery in Canyon City.
Christina was born on
October 18, 1976 to Ivan
Henry Lattymer and Doris
Edith Osterhout in Albany,
New York.
She graduated Grant
Union High School, and
then later attended col-
lege at OHSU graduating
in 2008 with a Nursing
Degree. On October 18,
1995 she married Mitchel
Dawain Long at the Clyde
Holliday State Park.
She is survived by her
daughters Tomina Long
of John Day, OR Matika
Long of Haines, OR.,
Johna Long of Haines,
OR., and Foster Father
John Rowell of John Day,
OR.
She is preceded in death
by her mother and father.
Memorial contributions

Public use restrictions increase
Due to increased fi re
danger and dry weather
conditions, Phase A of the
Public Use Restrictions
(PURS) for campfi res,
smoking, off-road travel,
and chainsaw use will go
into effect on the Wallowa-
Whitman National Forest
at 12:01 a.m. (PDT) on
Wednesday, August 3,
2016. The Seasonal Camp-
fi re Restrictions that are
currently in place will also
be in effect in Phase A of
the PURs.
“Phase A is the second
level of restrictions, gener-
ally implemented when
the fi re danger is moder-
ate to high,” said Bret
Ruby, Fire Staff Offi cer
on the Wallowa-Whitman
National Forest. PURS are
phased in collectively, as
conditions warrant, and
may differ from Forest to
Forest.
On Wednesday, August
3 at 12:01 am (PDT),
Phase A of the Public Use
Restrictions (PURS) will
go into effect and will
include:
Chainsaws may be
operated only between the
hours of 8 p.m. and 1 p.m.
local time. A one hour fi re
watch is required after saw
operations cease. Saw op-
erators are required to have
an axe (minimum 2 lb.
head, 26” length), shovel
(8” wide, 26” length), and
fi re extinguisher (mini-
mum ABC 8 oz.) in their
possession.
**Chainsaw operation
associated with commer-
cial and personal use fi re-
wood permits are regulated
under the conditions of the
permit, which follow IFPL
levels and are not impacted
by this public use restric-
tion.
Smoking is allowed
only in enclosed vehicles
and buildings, developed
recreation sites, or cleared
areas.
No off-road/off-trail
vehicle travel or travel
on roads not cleared of
standing grass or other
fl ammable material; no
vehicle travel on those FS
roads where access has
been impeded or blocked
by earthen berm, logs,
boulders, barrier, barricade
or gate, or as otherwise
identifi ed in the Fire Order.
Seasonal campfi re re-
strictions and requirements
described for June 1- Octo-
ber 31 apply.
Campfi res allowed only
in fi re pits surrounded by
dirt, rock, or commercial
rings and in areas not
conducive to rapid fi re
spread. All fl ammable
material shall be cleared
within a 3 foot radius from
the edge of the pit and free
of overhanging material.
Use existing pits wherever
possible.
Campfi res must be at-
tended at all times, and
completely extinguished
prior to leaving.
Persons with campfi res
are required to have a tool
that can serve as a shovel
and one gallon of water in
their possession.
The intent of this
requirement is to ensure
individuals with a campfi re
to have the tools necessary
to completely extinguish
their campfi re.
Portable cooking stoves
using liquefi ed or bottled
gas and wood burning
stoves equipped with a
chimney that is at least
fi ve (5) feet in length with
a spark-arresting screen
consisting of ¼ inch mesh
hardware cloth are al-
lowed.
Use of charcoal bri-
quettes is permitted under
the same restrictions as
campfi res described above.

Rifl e match for the Powder
River Sportsman’s Club
has been rescheduled
for August 14 at 8 a.m..
Bring any service rifl e
placed into any military
service during or prior to
the Korean War for a fun
and challenging mix of
slow and rapid fi re from
standing, seated, and prone
positions at a 200 yard 5V
target.
An additional Steel
Varmint match has been
scheduled for Sep 18
10AM. This match offers
steel varmint silhouette
targets at 200, 300, 385,
and 500 meters. Bring
any rifl e with any kit that
can be carried to the line
in one trip; fi ring is prone
from any rest. Only a
small handful of shooters
have ever knocked over all
20 targets, though many
have tried. Tip: if you
shoot .223, bring a 69gr or
heavier load, else the 500
meter coyotes may not fall.
Steel or ferrous projectiles
prohibited.
An NRA High Power
Sporting Rifl e match has
been scheduled for Sep 11
9 a.m. Thirty-two shots
at a 200yd NRA bullseye
target from prone, seated,
and standing positions,
fi red with a rifl e that can
hold 4 rds and weighs less
than 9.5lbs.
This is a fun match and
usually quite educational.
