At the time of the an-
nouncement that there
would be an Albertsons
and a Safeway, Smith was
led to believe that would
be the case, and he an-
nounced that as a positive,
supporting the idea, though
the two different stores
would be operated by the
same company. “Now,
they’ve gone public, and
they’ve shared that they’re
only going to have one
name, in two locations—I
guess they’re going to have
to show the citizens of
Baker County how that’s
going to work, and how it’s
going to be to everyone’s
benefi t,” he said.
“What happens is, is that
people speculate, and when
they speculate in this case,
I think they’re speculat-
ing correctly—they’re
speculating to the negative.
It’s pretty hard to visual-
ize how two Safeways are
going to operate next door
to each other. What I want
to watch, is to see how
Albertsons is going to be
a good neighbor. We’re
going to watch that, and
we’re going to encourage
them to be a good neigh-
bor. We’re going to do
everything we can to help
them be a good neighbor,
and, should they choose
not to, we’ve got to do
what’s in the best interest
of the City, and the County,
and that’s try to fi nd a
second grocery store, to
bring into the community,”
Smith said.
Speaking about the plan
to operate two stores,
under the same name,
directly across from each
other, with one manager, in
the same market—some-
thing he’s never heard of
before—Smith said, “I
think Albertsons has an
obligation to contact you,
and the other two papers,
and say, ‘This is what our
plan is, and this is how it’s
going to work,’ because,
folks are going to specu-
late. I don’t blame them;
I’m with them, as well, and
they (the company) should
clear the air.”
The announcement on
Facebook by local me-
dia of the plan for two
Safeways received mostly
negative responses, regard-
ing the move.
Smith understands the
confusion, frustration, and
anger voiced by commu-
nity members—he believes
they have every right to
voice those concerns—but
he said that Economic De-
velopment doesn’t have the
authority to force decisions
on private companies and
landowners (Economic De-
velopment offers assistance
in a variety of ways, to
existing and new business-
es, but a private landowner
or business owner is not re-
quired to utilize that assis-
tance). Comments about
the role of City and County
staff in showing resistance
to potential, new grocers
in the past were made, but
it hasn’t been determined
yet whether any of those
are valid statements, and,
as Smith pointed out with
Economic Development,
the City and County would
have limited authority, in
regards to private compa-
nies, and property.
Smith offered some
closing thoughts: “I want
folks to know, we’re trying
as hard as we can, to have
options, and we’re trying
to do everything we can, to
create good, family-wage
jobs, and an Albertsons,
and a Safeway would have
done that. And, now, I
guess we’re going to have
good jobs, but, for how
long, is a question, and
how we’re going to give
folks alternatives--I’m not
sure how that’s going to
play out, so, I guess we’ll
see. I have high expecta-
tions that they’ll be a good
neighbor, and they have
an obligation to share their
thoughts, and their plans,
with the community, so
everyone knows what they
intend to do.”
