Baggerly sentenced
On March 24, 2016,
a twelve-person Baker
County Circuit Court jury
convicted David Allen
Baggerly of one count of
Unlawful Possession of a
Short-Barreled Shotgun, a
Class B Felony, one count
of Unlawful Possession of
Methamphetamine, a Class
C Felony and twenty-fi ve
counts of Felon in Posses-
sion of a Firearm, Class C
Felonies, for twenty-fi ve
different guns. Mr. Bag-
gerly had a prior felony for
Theft in the First Degree.
The State was repre-
sented by Baker County
Deputy District Attorney
Michael Spaulding, and
Mr. Baggerly was repre-
sented by Robert Whitnah.
Mr. Baggerly was con-
victed of possessing all the
above items in his house
located in Baker City.
The State called as wit-
nesses: fi ve Baker City
Police offi cers, a lieuten-
ant with the Baker County
Sheriff’s Offi ce, and an
Oregon State Police foren-
sic scientist.
At trial, the Defense
argued Baggerly did not
knowingly possess those
items.
Baggerly was remanded
to the Baker County Jail
following the verdict
and he was sentenced on
March 28, 2016, to three
years supervised probation,
substance abuse treatment,
forfeiture of all the fi re-
arms, fi nes, fees and a total
of seventy days jail.
Two Rivers has dogs

Two Rivers Correctional
Institution (TRCI) has four
loveable dogs looking for
their forever homes.
The dogs are part of
TRCI's Rehabilitating Of-
fenders and Canines Pro-
gram (ROC). Each dog is
trained in basic commands
and received the American
Kennel Club Good Citizen
certifi cation.
The adoption fee is $150.
All dogs are vaccinated,
spayed or neutered, and
microchipped.

TRCI is a multi-custody
prison in Umatilla that
houses approximately
1,800 male inmates. TRCI
participates in prison
industries with Oregon
Corrections Enterprises
including institution and
industrial laundry, mat-
tress manufacturing, and
sewing.
Other institution work
programs include repara-
tion and cleaning of irriga-
tion ditches, maintenance
of local baseball fi elds,
and work with local cities
and the Hermiston School
District.
The facility provides
a range of correctional
programs and services
including education,
religious services, and
behavioral health services.
TRCI opened in 2000.
