SWCD ANNUAL DINNER MEETING
Friday, January 22. The Baker Valley, Eagle Valley,
Keating and Burnt River Soil and Water Conservation
Districts will be holding their Annual Dinner Meeting
on January 22, 2016 at the Sunridge Inn. There will
be a “no-host” social hour beginning at 5:30 p.m. and
dinner will be served at 6:30 p.m. We will proudly
recognize local landowners and partners and show-
case their outstanding contributions to the natural
resource conservation effort in Baker County. The
cost for the dinner is $15, payable at the SWCD of-
fice prior to the event. Please join us for a wonderful
evening. Must RSVP by January 15th, 2016 to the

Charles Wayne Logue,
70, of Baker City passed
away at his residence Dec.
21, 2015. A private service
will be held at a later date
in Battle Ground, Wash-
ington.
Charles was born on Octo-
ber 29, 1945 in Clearwater,
Florida to John Q. and
Louise E. (Hearn) Logue.
He graduated from Battle-
ground High School in
1963 and went on to serve
his country in the United
States Air Force.
He enjoyed fishing,
hunting, rock hounding,
camping, and had a love
for being in the mountains.
Charles also liked to tell
stories and was a lifetime
member of the NRA.
Charles was survived by
his daughter Lynette Davis
of Woodland, WA, his son
John Logue of Mesa, WA,
and his brother Rodney
Logue of Ridgefield, WA.
He is also survived by
three grandchildren and
one great-grandchild.
He was preceded in
death by his parents and
his daughter Rebecca M.
Logue.

Marlea Mae Otto

Marlea Mae Otto, 81, of
Baker City passed away
at St. Alphonsus Medical
Center in Baker City Dec.
22, 2015.
Marlea was born on Feb-
ruary 11, 1934 in Shawano,
Wisconsin as Marlea Mae
Schwenkner. She gradu-
ated from Shawano high
school and married Alfred
Gene Otto in Clintonville,
Wisconsin before his pass-
ing in 2006.
She was a housewife
and had many accomplish-
ments; her proudest of all
accomplishments was rais-
ing her three sons. Marlea
enjoyed making afghans,
knitting doilies, sewing,
and she loved to watch
sports.
Marlea is survived by her
sons Stephen Otto of Baker
City and Robert Otto of
Boise, Idaho, her grand-
sons William Otto of Boi-
se, Idaho and Jeremy Otto
of Osh Kosh, Wisconsin,
her great-granddaughters
Makaylah Otto of Salem,
Oregon and Claire Otto of
Boise, Idaho and her great-
grandson Ryan Bonson of
Boise, Idaho.
She was preceded in
death by her husband and
her son Alfred Otto.

Service was held on Mon-
day, January 4, 2016 at the
Pine Valley Presbyterian
Church. Interment at Pine
Haven Cemetery in Half-
way, Oregon
Bob was born on May
23, 1933 in Pine, Baker
County, Oregon to Homer
P. Chastain and Geneva
May (McCarver) Chastain.
Bob attended schools in
Halfway through eighth
grade. He wored on his
parents’ farm, milking
cows, haying, driving
tractor and anything else
that needed to be done.
He raised his own herd of
sheep and purebred cows.
In 1980, Geneva (Jean)
sold the farm and moved
into town to a little house
across from Halfway
Elementary School. This
opened up a new world
of adventure for Bob. He
became a familiar face at
school sporting events, the
coffee shop and the various
businesses in town.
Eventually, he was invit-
ed to become a Lions Club
member and served them
loyally until he moved to
Emmett in 2010. He was
also invited to become an
assistant “coach” to Little
League teams for many
years, a position he truly
enjoyed. He served as “bell
ringer” at the Presbyterian
Church for many years and
volunteered at the Hells
Canyon Journal, labeling
the papers for mailing. He
rarely missed an evening
of Bingo at the VFW Hall.
In short, Bob was Half-
way’s biggest supporter.
If there was an event
scheduled, it was on his
schedule as well. He loved
the people of Halfway and
considered everyone his
friend.
In 2010, as Bob’s medi-
cal needs increased, he
moved to Meadow View
Assisted Living Center
in Emmett, Idaho. He ac-
cepted the move with his
always-positive attitude.
It wasn’t long before Bob
found a new world of ac-
tivities and friends among
the staff and residents.
Bob, we will miss you so
much.
Bob was preceded in
death by his parents,
Homer and Geneva, and
his step-sisters, Dorothy
Huff and Lila Walter.
He is survived by his
niece, Janice Douglas of
Alberta, Canada; nephews,
David Huff of Emmett,
Idaho, Mike Walter and
Larry Walter of Halfway,
Oregon and numerous
great-nephews and great-
nieces.

Elvina Bailey Hughes
Baker City, 1927 - 2016
Elvina was born on No-
vember 3, 1927 to Rosetta
L. and Cloyd R. Bailey in
Mullen, Idaho. When she
was two
years old,
the family
moved to
Salmon,
Idaho. She
lived there
Elvina
for 12 years
Hughes
and then
moved to Wilder, Idaho
where she met her hus-
band Eldon Hughes. They
were married in 1947 and
moved to Baker City, Or-
egon where they lived for
most of their lives.
Elvina had many occupa-
tions in her life. When she
was young she worked in
farm fields and sheds pick-
ing and sorting strawber-
ries, potatoes and onions.
She often told us how her
father got her up at the
crack of dawn to work in
the fields. During her mar-
ried years, she worked as a
waitress and also for many
years at “Crown Cleaners,”
However, the job she loved
most of all was working
at the 10th Street Market
not only as an owner, but
also as an employee. She
worked there for over 20
years. It was there that she
met her best friend Mary
Coulter and many people,
who no doubt missed her
when she retired.
Elvina was a member of
the “Community of Christ”
church, where she served
as a Deacon, a calling truly
suited for her as she has
always been a caregiver.
She cared deeply about
people and their comfort.
After retirement, El-
vina took care of all of her
grandchildren and great
grand children from time
to time as well as several
people who were sick, or
dying. Elvina loved her
family and friends and
church family and she was
happiest when surrounded
by those people.
Elvina always said, “The
greatest gift I ever received
in life was my children and
grandchildren and great
grandchildren,” and she
was a great gift to them.
She was always willing to
help wherever needed for
as long as needed.
Elvina loved to read and
do word search puzzles.
She loved music and
would often be found sing-
ing while working around
the house.
She was preceded in
death by her parents Cloyd
and Rosetta Bailey, her son
Thomas Steven Hughes
who died in Viet Nam, her
husband Eldon Hughes,
and her siblings Ivan Bai-
ley, Irvin Bailey, Richard
Bailey, Pearl Christensen,
and Virginia Carter.
Elivina is survived by her
children, Shirley McLin,
Theresa Copeland and
Tracy Hughes, all of Baker
City, her sister Sandra
Cartwright of Grants Pass,
Oregon and her brother E.
Joe Bailey of Baker City.
She is also survived by 13
grandchildren, 11 great
grandchildren and one
great, great grandchild,
numerous nieces and
nephews and their children
and grandchildren.

Janice Arlene Rehder, 83,
of Ritter, Oregon passed
away December 12, 2015
at Ashley Manor in Baker
City, Oregon.
Janice was born in
Ritter, Oregon on July 6,
1932 to Leland and Lena
Mae (Burnette) Cameron.
She attended Three Mile
School and transferred
to St. Joseph Academy
in Pendleton, Oregon to
conclude her high school
education.
Janice met her future
husband while her father
was a crew supervisor
on the Malheur National
Forest and invited a young
gentleman that he super-
vised to join them for
dinner. There she was in-
troduced to Robert Rehder
of Mt. Vernon and they
were married on January
28, 1950.
