The Oregon State Police’s La Grande / Enterprise Fish and Wildlife Division apprehended 60 individuals for
criminally violating fish and wildlife laws last year.
The Oregon State Police
Fish and Wildlife Division
recently recognized the
outstanding work of troop-
ers from the Enterprise
/ La Grande Team when
Captain Jeff Samuels an-
nounced that the team was
the recipient of the Divi-
sion’s “Team of the Year”
award for 2014. The team
was presented the award at
a special gathering held at
the La Grande Area Com-
mand Office. This is the
ninth presentation of the
award since the Division
implemented a program
to celebrate and recognize
the outstandi ng teamwork
by OSP Fish and Wildlife
troopers in protecting Or-
egon’s citizens and natural
resources.
The six member Enter-
prise / La Grande Team,
supervised by Sergeant
Chris Hawkins, works out
of the La Grande Area
Command Office and
Enterprise Worksite. Team
members are:
Sergeant Chris Hawkins
Senior Trooper Kreg
Coggins
Senior Trooper Kris
Davis
Senior Trooper Mark
Knapp
Senior Trooper Marcus
McDowell
Senior Trooper Brian
Miller
The Enterprise/La
Grande Team is a very
tight knit and cohesive
team assigned to cover a
vast landscape of Northeast
Oregon. The Team patrols
their area by truck, raft,
powerboat, ATV, aircraft,
horseback and on foot to
cover a multitude of dif-
ferent terrain from valley
to deep river canyons (in-
cluding the Grande Ronde
and Snake Rivers), not to
mention the forests and
wilderness areas within
their patrol area.
During 2014, the Team
apprehended 60 individu-
als for criminally violat-
ing fish and wildlife laws,
seized 30 unlawfully
taken wildlife, served four
search warrants, and is-
sued countless citations to
those involved in fish and
wildlife violations. This
team is known for their
commitment to protect-
ing Oregon’s natural
resources and rural law
enforcement services.
During the presentation,
Captain Samuels praised
the team for their efforts
and dedication; along with
their devotion to working
with sport groups and other
constituents to address
natural resource issues and
concerns.
Some of the 2014 case
highlights for the Enter-
prise/La Grande Team
include:
A three month investiga-
tion into two individuals
for the unlawful take of
bobcats using traps and
dogs in the Enterprise
area. One individual was
charged with 28 wildlife
offenses and the second
individual with 8 wildlife
offenses.
A four month investiga-
tion regarding the unlawful
take of a Rocky Mountain
Bull Elk scoring over 319
Boone and Crocket points
from the Chesnimnus Unit
without a valid elk tag and
while trespassing. DNA
analysis was used in this
case. The individual was
charged with unlawful take
of elk without a valid tag
and criminal trespass II.
An investigation near La
Grande into the unlawful
take of two cow elk with
a centerfire rifle during
muzzleloader season. The
investigation revealed that
one individual did not have
a tag and had borrowed a
tag from someone else and
provided false information
to the Trooper. One indi-
vidual was charged with
unlawful take of antlerless
elk and borrowing an elk
tag, as well as, giving false
information to a police of-
ficer; the second individual
was charged with unlawful
take of antlerless elk.
An investigation of two
individuals for unlawfully
shooting a buck deer in a
La Grande cemetery. The
cemetery had security
cameras and caught the
whole incident on camera,
including the two indi-
viduals returning the scene
afterwards with cleaner in
an attempt to conceal their
crime. A search warrant
was used in this case. One
individual was charged
with hunting game mam-
mal in prohibited area
- cemetery, fail to validate
big game tag and tamper-
ing with evidence; the sec-
ond individual was charged
with conspiracy and aiding
in a wildlife offense.
Sheep killed by wolves from
Umatilla pack
Date Investigated:
07/02/2015
General Area: Weston
Mountain area – private
land, Umatilla
General situation and
animal information:
On 07/02/2015 a sheep
herder found two injured
sheep early in the after-
noon.
Soon after discovery,
one died of its injuries (a
male lamb) and the other (a
ewe) was euthanized as a
result of its injuries. Later
that same day another male
lamb was discovered in-
jured in the same area and
is currently being cared
for by the livestock owner.
The sheep herder reported
observing/seeing large
canid tracks in the area of
the first two carcasses.
Wolf depredation was
suspected and ODFW
investigated the incident
early that evening and
examined the carcasses
the following day on
07/03/2015.
Additionally, on
07/03/2015, the carcass
of a fourth sheep (a lamb)
was discovered 25 yards
up the canyon from where
the ewe was originally
found by the herder.
It had been partially
consumed similar to the
previous two sheep and is
assumed to have died as a
result of the same incident.
Physical evidence of at-
tack by a predator:
The first two carcasses
were examined and on
each were found areas of
severe premortem hemor-
rhage with multiple associ-
ated large carnivore bite
marks on the dorsal and
ventral side of the necks,
shoulders, brisket, and rear
legs. These are clear indi-
cators of predator attack.
Evidence that the preda-
tor was a wolf:
The location of the bite
wounds on the dead sheep
examined are commonly
observed attack points for
wolves.
Premortem hemorrhage
with limited damage to
the hide, paired bite marks
measuring 1 3⁄4” apart,
and canine puncture holes
of 3/16-1/4” in the hide
and muscle tissue of these
sheep is similar to other

wolf depredations in this
area.
Evidence of wolf pres-
ence near the time of the
animal(s) death/injury:
No evidence of wolf
presence was observed
due to the nature of the
rocky terrain, grass and
shrub cover, and exten-
sive ground disturbance
of other sheep in the area.
Tracks that were origi-
nally reported were not
observed.
The area is within the
Umatilla River pack home
range and there are cur-
rently no GPS or radio
collars on these wolves.
The pack, however, has

historically frequented this
area.
Cause of death:
Confirmed wolf.
Summary:
ODFW examined the
sheep carcasses and the
location/appearance of the
bite wounds are similar
to those observed in other
confirmed sheep depreda-
tions by wolves in this
area. Though it is difficult
to be certain which specific
wolves depredated in this
situation, the evidence
suggests that the depreda-
tion was likely sub-adult
wolves of the Umatilla
River Pack.
