BLM open house
Monday, March 9 from 3 p.m. to 6 p.m. The Baker
Field Office moved into its new location on H Street
near 11th Street last October. For the previous eight
years the office was co-located with the Forest Se -
vice just across H Street, at 3285 11th St. The federal
government signed a 10-year lease for $2.1 million
for about 7,000 square feet of office space in remo -
eled H Street building. The building is owned by
Don and Dan Thompson of North Bend.
Mine Safety and Health Administra-
tion (MSHA) training
Training for new miners who have pre-registered,
will be held at the Extension Office located at 2600
East Street on March 11-13 (Wednesday through
Friday.) The class begins at 8:00 a.m. each day. The
MSHA Annual Refresher, for miners who have al-
ready taken the new miner training class, will be held
on Saturday, March 14, 2015, also at the Extension
Office building. The cost of these classes is $20 per

NEOEDD Board meeting
Thursday, March 17, 2015, at 1:30 p.m. at the
Meisner Room, Union County Courthouse Annex,
1007 4th St., in La Grande. All NEOEDD board
meetings are open to the public. The Northeast
Oregon Economic Development District’s mission is
to provide resources and facilitate quality decision-
making for the benefit of entrepreneurs, businesses
and communities in Baker, Union, and Wallowa
counties.
Republican annual banquet
Saturday, March 21. Baker County Republicans
will host their annual banquet at the Elks Lodge in
Baker City with special guest Congressman Greg
Walden. Attendees also include Rep. Greg Barreto,
Rep. Cliff Bentz and Sen. Ted Ferrioli. Tickets are

Baker City Rollers 4x4 Club
Saturday, March 21, first annual spring opener 4x4
run. The club is hoping to start at Marble Creek Road
near Baker City and end in Sumpter. Right now the
route is snow locked but they are hoping to be able to
get through by the date above. Please post your inter-

Bobby K. Lockwood,
82, of Baker City, OR
died February 26th, 2015
peacefully at his home. He
is survived by his sister,
Judy Lockwood LaBlue,
of Walker, CA, his brother
Larry Lockwood, of
Yucaipa, CA, a daughter,
Patricia Eudell Butler, wife
Patty Sue Lockwood, of
Springtown, TX and many
other close family and
friends.
Bob was born in Corona,
California in 1933, he left
his parents Dillard and
Dora Lockwood and
siblings, at an early age to
strike out on his own. He
served in the Army during
the Korean war as a Pole-
lineman, where he received
the Korean Service Medal,
United Nations Service
Medal and the National
Defense Service Medal.
After coming back home,
he became a truck driver,
hauling freight for over 60
years.
In 2013, the US Senate
dedicated the year 2012-
2013 as the “Year of the
Korean War Veteran”.
Bob was given an award
of recognition in honor of
this, from the US Senate,
presented in Baker City,
Oregon by Senator Ron
Wyden, for his service.
Bob was very close with
his grandson, Leonard
Gazley, particularly in the
last few years. Leonard
provided Bob with care,
making sure he made it to
appointments, and that he
had things he needed, but
he also provided Bob with
a friendship. Every day
that he could be, Bob was
at the door for coffee, and
they would often go for
drives in the countryside to
look for animals or just to
enjoy the scenery. He was
always up for anything, if
Leonard was going to be a
part of it.
Leonard’s brother Bobby
(Bob’s namesake) will
assist in spreading Bob’s
ashes.
Bob requested no
services be held. In lieu of
flowers, the family su -
gests donations to the Dis-
abled American Veteran’s
through Gray’s West & Co.

Norm DuBosch, 82,
of Baker City died on
Monday, February 23,
2015 with
his family at
his side at St.
Alphonsus
Hospital in
Baker City.

p.m. at the VFW Hall

Avenue in Baker City.
Norman George Du-
Bosch, son of Mary and
Victor DuBosch, was
born February 29, 1932
in Milford, Connecticut.
The family moved to
California when Norm
was 6 years old. Norm
was raised in Bellflower
California. He loved the
ocean and learned to deep
sea dive when he was very
young. Upon graduating
in 1949 from Excelsior
High School, Norm and his
mother traveled to Monu-
ment, Oregon to join Vic-
tor on the family ranch.
Norm enlisted in the
Army in 1951 and was
deployed to Korea to fight
in the war as an amphibi-
ous tank driver. Norm
was honorably discharged
after serving 3 years in
the Army in February of
1954. Norm received the
Korean Service medal, the
National Defense Service
medal and the United Na-
tions Service medal. Upon
finishing his service he
returned home to be with
his parents in Monument,
Oregon.
Norm met Joan Roach
in Monument, Oregon and
they married in the 1950s.
Norm and Joan had a
daughter Carol DuBosch in
1960. During this period
Norm lived in La Grande
and Pendleton, Oregon
where he attended Eastern
Oregon State College.
Norm loved fast cars, he
raced and followed the
racing circuit in Oregon
and Washington. Joan and
Norm divorced in the mid
1960s.
Norm married Beverly
Masterson and her two
children in 1982 (Jean-
nette and Joe Etchamendy)
whom he raised and loved
as his own. Additionally,
in 1988 Norm and Bev
adopted Kestin Masterson
who became part of the
family. His granddaugh-
ter, Keegan Masterson was
the apple of his eye. He
was also a surrogate father
and grandfather to many.
Norm accepted people into
his life without passing
judgment and loved them
unconditionally. He was
a babysitter, a chauffeur,
a cooking instructor, an
amazing host and has
taken on a parental and
grandparent role numerous
times throughout his life.
Norm calculated at one
time that he had attended
43 grade school Christmas
programs. What a Saint!!
Norm was a tremendous
care giver with a big heart.
He cared for his mother
Mary, mother-in-law
Velma Masterson and good
friend Elaine during their
final years
Norm was an outdoor
enthusiast who loved
to hunt and fish while
enjoying the scenery of
Eastern Oregon and the
coast. Some of his favorite
memories were made on
the Snake River listening
to ABBA, camping, teach-
ing his kids and others how
to handle a boat and water
ski. Additionally, he and
his wife Beverly would
go for long drives on the
weekends, sometimes
passing landmarks more
than one time in a single
drive. In other words, they
spent a lot of their time
lost! Norm also had a
tremendous heart when it
came to pets.
He was preceded in
death by his parents,
in-laws Clyde & Velma
Masterson; brother in law
and sister in law Robert
and Kris Masterson.
Norm is survived by his
wife Beverly DuBosch,
daughter Carol Warren,
daughter and son-in-law
Jeannette and Kevin
Burgess, son and daughter-
in-law Joseph and Jen-
nifer Etchamendy, son and
daughter-in-law Kestin
and Nichole Masterson,
grandsons Christopher
Warren, Michael Warren,
Ryan Warren, Mason Mas-
terson and granddaughters
Keegan Masterson, Maci
Masterson, and Rylee
Etchamendy.

Edmond Loyd Koons, 81
died on February 18, 2015
at his residence in Baker
City, Oregon. Interment
took place Friday, Febru-
ary 27, 2015 at Mt. Hope
Cemetery in Baker City,
Oregon.
Edmond was born Decem-
ber 15, 1933 in Colorado
Springs, Colorado to Paul
and Irene (White) Koons.
After graduating from
Hamilton High in Los An-
geles, California he entered
the Navy and served hon-
orably as a Navy photogra-
pher and cameraman from
October 28, 1952 through
October 26, 1956. Upon
discharge from the Navy
Edmond continued to
work as a cameraman. His
career as a Cinematogra-
pher included Hollywood
motion pictures and other
cinema projects until his
retirement.
Edmond moved from
Los Angeles to Baker
City, Oregon to enjoy the
outdoors and the seclu-
sion of country living. His
hobbies included canning,
fishing and participating
in activities as an Elks
member.
Survivors include his
sister Pauline Rich of
Burbank, California;
daughters, Karen Koons
of Culver City, California
and Peggy Moreno of
Playa Vista, California; son
Kenny Koons of Oroville,
California; and one grand-
child.

Ann was born to Michael

She graduated from St.
Francis Academy in Baker
City.
