Marshman met with him for about an hour-
and-a-half to hear his complaints. Among
them, the consensus among Old Town busi
nesses affected by homeless loiterers, drug
dealers and prostitutes was that police pres
ence only a few blocks east from them, in
the Entertainment District near the Dixie
Tavern and Barracuda, is huge. Cooke rea
soned the problem was not solely with cli
ents of SAFES, but simply a sense of law
lessness in Old Town.

extra emphasis to areas most affected by
street-level crime and livability issues
through increased foot patrols, and special

“If the general sense is that they felt the
need to touch base again in a meeting with
those resources, or one on one with the
Clean and Safe program, I’m going to cater
a response to what I’m hearing feedback-
