PRADO O n Tuesday, September 15, Represen tative Jerrold Nadler (D -N Y ) introduced the Respect for Marriage Act to Congress, marking the first step to repeal the 1996 Defense o f Marriage Act. Nadler garnered the support and co-sponsorship o f 91 other congresspersons, including Rep. Earl Blu menauer (D -O R ), a longstanding political advocate for civil liberties in Oregon’s D is trict 3 and beyond. For Rep. Blumenauer, co-sponsoring RM A wasn’t so strange. The strange part was that he voted for D O M A in the first place, when he’d for so long pushed for equal rights in the gay, lesbian, bi and trans community. Rep. Blumenauer recently took to the Huffington Post Web site to submit an essay outlining his “proud” position change on D O M A . The sense o f regret over his initial vote was a central theme. “It became clear that the idea somehow that [passing D O M A ] was going to blunt the right wing’s use o f marriage as a destruc tive tool was simply inaccurate*” Blumenauer told Just Out. “They seized it and ran with it aggressively over the course o f the next several years. The notion that somehow we could deal with a broader civil rights agenda within the course o f a year.. .it was pretty ap parent there was no interest. Instead it was to be used as a continuing offensive weapon based on sexual orientation.” D O M A federally defines marriage as a union between a man and a woman; instructs states not to recognize same-sex marriages performed in other states; and prohibits the federal government from recognizing legally performed same-sex marriages. The Respect for Marriage Act would extend to legally married same-sex couples the same federal rights and recognitions now offered to heterosexual couples, and includes a “certainty provision,” which guarantees the federal government will recognize the mar riages o f same-sex couples legally wed in one state regardless o f the state laws in another state where they may choose to live. Rep. Blumenauer hopes that his use of “political calculation at the expense o f some body’s civil rights” will help call the issue into a more focused push through Congress for the bill. “It is never too lote to change one s mind and vote in line with equality ond non-disoriminotion. I hope other fair-minded members of Congress on both sides of the political aisle follow in [Rep. Blumenauer's] footsteps." - K E V IN L. E A S T O N . OF THE EQUITY FOUNDATION “I felt that as somebody who had origi nally voted for the bill, that by my making clear why I felt that was wrong, and then using that as an opportunity to be discussing this with fellow members o f Congress and be part o f the effort to repeal it, was something that would be constructive,” explained Blu menauer. “I do believe that with the Obama administration, over the course o f the next 39 months, that we can repeal Don’t Ask Don’t Tell. W e’ve got a good shot at being able to repeal D O M A . It may not happen this C on gress, but I think momentum is building, and it’s fascinating watching w hat’s happening in communities around the country, where the extreme right wing has overreacted. They’ve overplayed their hand and I think they’re creating a backlash.” Rep.
