Charles Hinkle made a name for himself in 1972
when he filed the country’s first lesbian civil rights
case. He successfully represented teacher Peggy
Burton of Turner, who was fired for being a lesbian.
Hinkle has since offered critical strategic
support to ballot measure campaigns, served as
a cooperating attorney for the American Civil
Liberties Union of Oregon and lent his expertise
to Basic Rights Oregon’s legal advisory group.
With a mind like a steel trap and a collected
demeanor, Hinkle is one of the community’s most
reliable historians. He received BRO’s Fighting
Spirit Award in October.
SUSIE SHEPHERD
Claim to Fame: As the first out child of Bill
and Ann Shepherd, co-founders of Portland
Parents, Families and Friends of Lebians and
Gays, Shepherd maintains a legal scholarship
fund named after her folks that helps brilliant and
idealistic law students develop into attorneys who
will take a stand on the tough issues and continue
the work that “Mother and Daddy” started.

Who’s Next: Inaugural Shepherd scholar
Beth Allen. “She has the chutzpa, the legal bril
liance and the commitment to our causes that
qualified her for our scholarship in the first place,”
Shepherd said. Also, Alec Esquivel at Willamette
School of Law and Percy Wise at Northwestern
School of Law at Lewis &. Clark, the first trans
gender Shepherd scholars.
Susie Shepherd may be best known in refer
ence to her parents who, along with Charles and
Rita Knapp, founded the Portland chapter of
PFLAG. Shepherd grew into an activist in her
own right through speaking engagements with
her other gay sister and transgender brother and
abundantly supportive parents.
Shepherd, a legal secretary, was also in charge
of creating A Legislative Guide to Gay Rights, which
caught the national gay press’ attention as the
first publication with a holistic look at prejudice
against gays and lesbians. The guide nearly swayed
the 1977 Oregon Legislature to pass omnibus civil
rights legislation.
Shepherd came out again in the late ’80s as
a member of the kink community and earned
the titles of Portland Leatherwoman and Ms
International Leather in San Francisco in 1989.
She and partner Kaite Chase held the titles
International Master/Slave, with Shepherd as the
submissive, in 1992.
