out the state during the 1980s as legal direc
tor of the Oregon Citizens Alliance— has suc
ceeded in bringing hate to Kentucky.
As a result of protests he helped orchestrate,
the Boyd County Board of Education decided
Dec. 20 to ban all school clubs districtwide in an
effort to shut down a recently formed Gay
Straight Alliance.
“It’s truly shameful that the schtx)! hoard has
decided to sacrifice the needs of all its students
rather than permit this group of students to
meet to address issues of tolerance and diversi
ty," said James Esseks of the American Civil Lib
erties Union. “This decision is frightfully similar
to the days when many cities chose to shut
down public swimming jxxsls rather than let
African Americans use them .”
In O ctober, a decision-m aking council
approved the application by a group of about 20
students to form the G SA . The students had
been urging Boyd C ounty High to allow the
club since February 2001.
It was only after the ACLU sent a letter to the
schtxil explaining that the Federal Equal Access
Act required it to treat all noncurricular clubs
equally that the council reversed its position and
permitted the GSA. Ltx:al ministers— along with
Lively, who was flown in from Sacramento,
Calif.— then launched an appeal of the decision
that eventually prompted the districtwide ban.
“The hoards decision dcx.'s a disservice to the
entire community,” said Jeff Vessels, ACLU (if Ken
tucky executive director. “This ban will hurt all of
Boyd County’s students’ chances of getting accept
ed to college. Schixil clubs play a key role in many

involved and to the health of the group itself.
A n upcoming workshop sponsored by the
Oregon Peace Institute will acquaint participants
with the range of intragroup conflict and provide
a prescription for dealing with the most perni
cious kind. The session will be held from 6:30 to
8:30 p.m. Jan. 23 in Room 202 at First United
Methodist Church, 1838 S.W. Jefferson St.
“Conflict W ithin Groups: How to U nder
stand It, How to Deal with It” will be presented
by Frances F. Kaplan, a trained therapist and
mediator who serves on the faculty of Maryl-
hurst University and Portland State University.
